1. CALL MEETING TO ORDER.
Planning and Zoning Chairman Klansey Bateman called the meeting to order at 5:33 p.m.

Planning & Zoning Commissioner Radine Murphy led the Pledge of Allegiance.
4. APPROVE OR AMEND PLANNING AND ZONING MEETING MINUTES OF
SEPTEMBER 17TH, 2025 DECISION.
Motion made by Planning and Zoning Commissioner Steve Wallace, seconded by Planning and Zoning Commissioner Michael Connin, to approve the Planning and Zoning meeting minutes of September 17th, 2025. All in favor, aye, Motion passed.
1. DISCUSSION PERTAINING SULPUTURE THE ENDLESS LOOP OF LIVE BY ROD MORGAN.
Rod Morgan presented a mini-sculpture duplicate of the endless loop of life to Planning and Zoning. He informed Planning & Zoning that the building permit application mostly didn't apply to his sculpture; for example, there wouldn't be any electrical, pumping, or roofing done. Planning and Zoning Commissioner Michael Connin informed Rod that even though most of the application doesn't apply, Rod would need to get engineering plans, and the city has a city engineer that he would have to get a hold of to review plans. Connin informed Rod that the property would have to be surveyed and the soil would have to be tested. City Clerk Liliana Soriano informed planning and zoning that the property that Rod is planning to purchase is located in commercial property C2, and signs are permitted, and a sculpture can be considered a sign. Connin asked if the sculpture was going to be as big as the Tree of Life. Rod responded that the sculpture is going to be about 30 feet shorter. The sculpture is planned to be approximately 45 feet tall, and the sculpture initially was going to be created on steel, but metal is more expensive than aluminum now, so he thinks that aluminum would be better to maintain with automotive paint. Rod asked if the is a real estate agency here in Town. Connin said yes, there is Natalia Loll, who is a real estate agent in Wendover. Michael informed Rod that all requirements have to be met first before the planning and zoning can approve it and then proceed to the City Council. Rod asked Planning and Zoning if anyone in town would be interested in donating to the project. Connin responded he has not heard of some that might be interested in donating, but maybe the big companies around town can donate, for example, Intrepid Potash and Graymont mine.

E) AIRBNB -TANNER MOORE
Motion made by Planning and Zoning Chairman Klansey Bateman, seconded by Planning and Zoning Commissioner Steve Wallace, to approve the business application Airbnb- Tanner Moore, with the contingency that a fire inspection be done. All in favor, aye, Motion passed.
