Mayor Quarnberg called the meeting to order at 7:00 pm. The Mayor informed the public that proper notice for the city council meeting had been given. Parker Vercimak gave an opening expression of choice and the Council recited the Pledge of Allegiance.

City Council Meeting-
1- APPROVAL OF MINUTES-
The City Council reviewed the minutes of the September 15, 2025 Council meeting.
City Council Member Bryan Sprague moved to accept the minutes of the September 15, 2025 meeting as corrected. City Council Member Jim Harrison seconded the motion. The motion was approved by members: Mason, Sprague, Harrison, Rasmussen and Vercimak.

2- OPEN SESSION-
No one from the public came forward for the open session.
3- SHAY MORRISON - R6 REGIONAL COUNCIL DISCUSSION-
Shay Morrison from the R6- Regional Council presented before the Council some options for grants and funding moving forward if the City is interested. He also mentioned that there is a transportation study grant that is available. The Council determined that they would be interested in have Shay look into requirements for the City to apply for the funding. Mr. Morrison also discussed other issues pertaining to impact fees and connection fees and some of the state requirements.
4- ELECTION INFORMATION AND PAR TAX UPDATE-
Mr. Johnson informed the Council that ballots would be arrive in mailboxes any day and that the election is a 'by mail' election only but that the City Office would have a ballot box available for voters to drop off their ballots during regular business hours. Mr. Johnson also stated that he and Ashlee Larsen from Salina City had made arrangements to make a presentation to North Sevier Middle School regarding North Sevier Recreation programs and the Proposition 12 ballot question. The Council asked some questions regarding the chances of the Proposition not passing and what would happen in the event of it passing in one community but not the other. Mr. Johnson stated that we would cross that bridge if we came to it.
5- PROPERTY DEVELOPMENT AND CULINARY WATER DISCUSSION-
Mayor Quarnberg informed the Council that property along the South side of Aurora that is within city limits has been sold to a new owner. Almost 29 acres lies within Aurora City limits and questions have been raised about the development of building lots and water connections of the property. There was currently one connection to the property that was abandoned in 1941 but that is the only record of culinary water being available. Currently, any plans for development would require culinary water being added to the system in order to meet the growth and growing demand for water. An updated water study would be needed to see whether the current system could supply the any new development.

6- AURORA CITY YOUTH COUNCIL DISCUSSION AND FUNDING REQUEST-
City Council member Parker Vercimak explained to the City Council the process that was undertaken to elect new youth council officers. Mr. Vercimak noted that the officers are excited to get going and do some fun things. Mr. Vercimak also asked the City Council for funding to run the Youth Council programs. After a brief discussion, it was determined that a fund of $1200 would be a good starting point and if more money is needed, the Youth Council would be able to request more funds.
City Council Member Kelly Mason moved to approve $1200.00 for the Youth Council with the caveat that more will be made available if needed. City Council member Jim Harrison seconded the motion. The motion was approved by members: Mason, Harrison, Rasmussen, Sprague and Vercimak.
7- SECURITY MEASURES UPDATE AND FUTURE PLANS-
Mayor Quarnberg informed the Council that with recent events, concerns about security at public facilities has created much concern. Mayor Quarnberg stated that safety at church, during park activities, during city meetings has become increasingly concerning. The Council discussed what could be done to prepare for active shooters, arson attempts, natural disasters and more. While it is difficult to prepare for any situation, the best preparation would be to go through simulations. Mayor Quarnberg requested that the Council reach out Sevier County and see if some table top discussions or simulations could be scheduled. It was also determined that it may be helpful for the fireman to tour all the city buildings to know about closed locations and to get a general layout of the buildings. A tour of the church would also be helpful because it is an old building with many hidden nooks and closed off areas. Mayor Quarnberg stated that he would like to see this become a monthly discussion and asked that it be placed on future agendas.
8- UPDATED FROM COMMISSIONER JOHNSON-
Sevier County Commissioner Scott Johnson came before the City Council to discuss a few items from Sevier County. Commissioner Johnson updated the Council on the funding that has been received for the bike path project and the future path changes.
He also discussed some of the issues with fire department programs and EMS.

9- DEPARTMENT REVIEWS-
Jim Harrison- Mr. Harrison that everything with the buildings and the court was good.
Kelly Mason- Mr. Mason updated the Council on Rec programs, stating that Fall Sports are in full force. He also discussed issues with the Rec Center
Andy Rasmussen- Mr. Rasmussen discussed some letters that need to be sent for ordinance violations.
Parker Vercimak- Mr. Vercimak stated that he was excited to get moving with the Youth Council and that plans were in full swing for the Christmas at Willowbend.
Bryan Sprague- Mr. Sprague mentioned that the General Plan was currently being updated by the Planning Commission and that the roads seems to be in excellent condition heading into the winter months.
10- WATER AND FINANCIAL REPORTS REVIEWS-
The Council reviewed the water usage report, delinquent report as well as the list of checks written and the budget.
11- ITEMS FROM THE RECORDER-
Mr. Johnson informed the Council that his annual audit is scheduled for November 6-7, 2025. He asked if City Treasurer Jim Harrison would be available for the auditors to interview and also if Mayor Quarnberg would be able to come to the audit beginning discussion.
12- ADJOURNMENT-
The Council completed their business at 9:25 pm and the meeting was adjourned with
Bryan Sprague offering a closing expression of choice.
