Date: October 9, 2025 meeting minutes Time: 9:58 AM Location: FSSD Office and via Zoom Call to Order Meeting called to order at 9:58 AM by Chairperson Vicki Savage. Board Members Present: Vicki Savage, Bart Morrill, Steve Hille, Michael Scheetz (Zoom), Mike Wilkerson. Staff Present: Zack Taylor, Operator; Judy Wilkerson, Clerk. Public Present: Dave Larson; Corbin Gordon, Jeff Baker, and Michael Hartigsen (Zoom). Approval of Minutes Motion: Approve September 2025 minutes. Moved by Mike Wilkerson. Seconded by Bart Morrill. All in favor. Financials and Checks Motion: Approve financials and checks. Moved by Bart Morrill. Seconded by Mike Wilkerson. All in favor. Legal Report Update provided on State review of documents. No new responses from opposing counsel. Clerk Report Quarterly compliance completed. Financial reports filed. CIB loan and grant closing in progress. Title search easement documents received. IRS penalties upheld. Lien policy reviewed. Discussion held regarding DDW booster pump requirements. Operator Report Lead and copper sampling schedule reviewed. Highway 40 repairs completed. System improvements and PRV maintenance updates provided. Engineering Report Tank site and treatment project updates presented. Impact Fee Analysis preparation in progress. Moose Ridge booster pump permitting discussed. GIS Mapping System Motion: Reinstate Esri mapping subscription. Moved by Mike Wilkerson. Seconded by Steve Hille. All in favor. Closed Session Motion: Enter closed session at 11:23 AM. Moved by Mike Wilkerson. Seconded by Vicki Savage. Motion carried. Motion: Reopen meeting at 12:04 PM. Moved by Vicki Savage. Seconded by Mike Wilkerson. Motion carried. CIB Funding Discussion Board met with CIB representatives and engineers regarding bond closure and project funding. Meeting adjourned at 12:42 PM.
