TOQUERVILLE CITY COUNCIL Regular Business Meeting Agenda November 18, 2025, at 6:00 pm 212 N. Toquer Blvd, Toquerville Utah This meeting will also be broadcast via YouTube live on the Toquerville City YouTube channel at https://www.youtube.com/@toquervillecity A. CALL TO ORDER: 1. Call to Order - Mayor Justin Sip 2. Pledge of Allegiance - Councilman Sands 3. Statements of Belief/Opening Prayer - Mayor Justin Sip B. APPROVAL OF AGENDA: 1. Approval of Agenda Order 2. Disclosures and Declarations of Conflicts from Council Members and Mayor. C. CONSENT AGENDA: 1. Review and possible approval of meeting minutes from November 5, 2025, City Council Meeting. 2. Review and possible approval of City Expenditures from October 2025. D. PUBLIC FORUM: Limit three (3) minutes per person; please address the microphone and state full name and address. Please note there will be no response by any city official during this time. For specific questions, please contact staff directly. E. BUSINESS: 1. Discussion and possible action amendments to the Employee Policies and Procedures Manual. 2. Discussion and possible action on a water utility fee waiver for Bob Olsen requested by Councilman Olsen. 3. Discussion and possible action on approving an MOU for the Westfield Connector Road Access. 4. Discussion and possible action on Ordinance 2025.XX - an ordinance amending and restating Title 7, Chapter 6 of Toquerville City Code to clarify requirements for the maintenance of trees, shrubs, bushes and other vegetation in public streets, sidewalks, and rights-of-way. 5. Discussion and possible action on approving a contract increase of $45,000 with Applied Geotechnical Engineering Consultants, Inc to cover the revised scope of work. F. BOARD OF CANVASSERS: 1. Convene as the Board of Canvassers 2. Canvass of the Municipal General Election 3. Adjourn as Board of Canvassers G. CALENDAR OF EVENTS: 1. Toquerville Trails Turkey Trot - Thursday, November 27th. 2. Christmas Tree Lighting - Monday, December 1st at 6:00 p.m. - Old Town Hall. 3. Winter Community Clean-Up - Saturday, December 6th to Sunday, December 7th, 2025 - Center Street Park, Westfield Park, TRE Park. 4. Wreaths Across America - Saturday, December 13th at 10:00 a.m. - Toquerville Cemetery. H. CLOSED MEETING: Discuss litigation, security, property acquisition or sale or the character and professional competence or physical or mental health of an individual (if needed). I.
