Jordan Basin Improvement District (the District) requests Statements of Qualifications (SOQ) from qualified engineering firms to provide professional engineering services for the expansion of the Jordan Basin Water Reclamation Facility. This facility, a 15 MGD membrane bioreactor (MBR) was first commissioned in 2012 and is owned and operated by the District. The scope of services and contract will be for the Preliminary Design of the facility expansion from 15 MGD to 30 MGD. While the District anticipates the same firm continuing through the entire project, after completion of the Preliminary Design, the District reserves the right to review the performance of the engineering team and, in its sole discretion, continue with the selected firm or go through the selection process for a new design firm to finalize design.
The District will consider a partnership or collaborative effort between multiple firms, if such collaboration is in the best interest of the District. The firm(s) who the District determines demonstrates the best competence, qualifications, and experience for the project, will be invited to enter a contract with the District.
The District reserves the right to accept or reject any or all submissions, to waive informalities, to negotiate changes in the scope of services to be provided, and to otherwise waive any technicalities, in the best interest of the District.

Communication
SOQs must be submitted electronically as a .pdf via Euna Procurement (U3P) by Friday, March 13, 2026 at 4:00 p.m. Mountain Time. Inquiries and communications regarding this Request shall be submitted to the District through Euna (U3P). The deadline for inquiries is Wednesday, March 4 2026 at noon. Mountain Time. Inquiries will be answered by the District via Open Q&A on Euna. If the inquiry substantially impacts the scope of the Request, the District may answer the inquiry through issuance of an addendum. Except as provided herein, firms are prohibited from contacting District officials or staff regarding the subject matter of this RSOQ between the time of issuance of this Request and contract award; violation of this requirement may result in the rejection of a firm's SOQ.
