7. Discussion and vote, approve transfer of $20,000 from Operating to Capital Fund in anticipation of lease payments due in 2026: Curt Shelley, treasurer: Motion to approve by Pat Johnson, second by Jack Kuntz. Motion approved.

8. Discussion and vote, transfer funds held at Cache Valley Bank at the end of CAM service to Zions Bank, the current DVFR financial institution. The amount will be approximately $21,000 when all debits to the existing account settle. Motion to approve by Pat Johnson, second by Olivia Anderson. Motion approved

9. Discussion and vote, 2026 Hardship Program: Discussion of proposal by Pat Johnson to defer payment of 2026 annual fee up to 30 June 2026 if a resident makes an application in writing to the Board for hardship prior to 2 January 2026. Discussion of criteria, evaluation, how application will be considered, what information is required. Pat Johnson called for the question, made Motion to approve. Second by Olivia Anderson. Vote to approve 4/0. Curt Shelley abstaining.

10. Public Outreach and Information Committee update, Pat Johnson: Information regarding HB48 is being conveyed to the residents as it is being received, including a meeting called by the Community Fire Council, inclusion of summary in annual billing, a public meeting held in Cedar City on 18 November. It now appears that from 2026-2028, a fee on all Wildland Urban Interface properties will be assessed via County property tax records, current estimate is $20 - 100. Beginning 2028, individual properties will/may be inspected and a charge made based on risk. Noted that neither criteria not inspectors are determined at this time. Further noted that this is a State law, and will be administered by the State, and/or County. Prior FireWise evaluations are not considered State inspections.

11. Insurability Committee progress report, Curt Shelley: work continues, more data is being collected regarding property insurance rate increases and cancellations. The efforts of the residents, Community Fire Council, and DVFR to mitigate fire risk are ongoing and will be beneficial now and in the future. Curt Shelley, Treasurer
12. Public Comment, Alan Burns Chair
a. Rick Johnson: noted that none of the HB48 fees go to mitigation only administration of the program itself. He is a FireWise advocate.
b. Curt Shelley made additional comments regarding insurability.
c. Greg Godfrey: Volunteer since 2019/20 to drive fire vehicles, the Budget has significantly increased. Response times have decreased from 10-15 minutes to 4 minutes.
Indicated he questioned the safety of the community prior to 2019, commended DVFR for progress made. Stated there will be more opportunity to make saving lives a priority.
