1. Call to Order City Council/Pledge of Allegiance.
Pres. Illum called the meeting to order at 6:30 PM.
2. Discussion/action on minutes.
Motion by Mr. Smout to approve the minutes from September 16, 2025, seconded by Mr. Slater. Vote called and passed unanimously.
3. Public Hearing on proposed Mill Creek Cemetery District.

Pres. Illum closed the Public Meeting and opened a Public Hearing by acclamation. All in favor and passed unanimously.
Mr. Meyerhoffer read the Notice of Intent to Create Mill Creek Cemetery District.
Mr. Doug Larsen, Economic Developer Coordinator, reported that he had reached out to the Plain City, West Weber, and West Haven Cemetery Districts to gather comparative information. He informed the Council that the annual budgets for these cemetery districts range between $75,000 and $100,000.
He further explained that an appointed board would be established to oversee the operations of the Mill Creek Cemetery District. The board's responsibilities would include determining plot sales, managing burial services, and setting fee rates for both residents and non-residents.
Mr. Larsen noted that the figures provided are preliminary estimates and that he is still in the process of gathering additional information to provide a more complete overview.
Eric Clark expressed his support for the creation of a Mill Creek Cemetery District, stating that he feels it is a great idea.
Kelly Aiken stated that he and his family love living in Marriott-Slaterville and are supportive of establishing a Mill Creek Cemetery District.
Vicki Clark commented that since moving to Marriott-Slaterville, she has fallen in love with the City and fully supports the creation of the district.
Kristine Smout shared that she loves the community and comes from seven generations of family residing in Marriott-Slaterville. She expressed her support for the creation of the Mill Creek Cemetery District but noted concerns regarding the funding and maintenance of the district.
Steve Slater commented that he is uncertain whether a cemetery is needed but would like additional information to ensure residents can make an informed decision.
Ned Allred stated that he is in favor of the district and emphasized that the location of the cemetery is an important consideration. He also requested additional information regarding the proposal.
Pres. Illum closed the Public Hearing and re-opened the Public Meeting by acclamation. The Public Meeting was reopened by unanimous consent. All members present voted in favor.
Mr. Smout reminded the Council that this was a preliminary hearing intended to set a public hearing date. He expressed concern that holding the hearing in November might not provide sufficient time for Mr. Larsen to gather the necessary information and share it with residents. He also requested additional information regarding possible measures to prevent individuals from purchasing large numbers of plots for resale.
Mr. Larsen explained that a policy could be established to limit the number of plots sold to any one family to deter purchase and re-sale of plots, noting that such policies would be determined by the Cemetery District and its governing board.
Mr. Slater stated that he would like to ensure the Council has all the information available before moving forward. He expressed some concern regarding the use of property taxes and emphasized the importance of keeping costs reasonable for residents.
Mr. Christoffersen agreed with the comments made and stated that it is important for the community to be well informed on the matter.
President Illum clarified that the Mill Creek Cemetery District would be managed jointly by the Cemetery District and the City.
Motion by Mr. Smout to approve to set a Public Hearing for January 15, 2026. Motion seconded by Mr. Christoffersen.
Vote called and passed unanimously.
4. Discussion/action on an Ordinance for Zoning Map Amendment at 900 West 1700 South for Post Asphalt from A-1 to LM-1.
The City received an application requesting an amendment to the Zoning Map, proposing a change from Agricultural (A-1) to Light Manufacturing (LM-1). This request is not consistent with the City's General Plan. The Planning Commission held a duly noticed Public Hearing on September 16, 2025, to receive public comment regarding the proposed ordinance. Following the hearing, the Planning Commission recommended approval of the ordinance.
Motion by Mr. Slater to approve Resolution Ordinance 2025-10 amending the zoning map at 900 West 1700 South for Post Asphalt A-1 to LM -1. Motion seconded by Mr. Christoffersen.

5. Officer reports and legislative oversight:
a. Status of development applications.
b. New business licenses.
c. Road and infrastructure projects.

Mr. Loveland presented the Monthly Land Use Report. The City Council maintains legislative oversight but does not act on administrative land use matters. Staff will provide monthly updates.
Staff gave the City Council the Monthly Business License Report. Business license approval is now an administrative function. The City Council retains oversight authority, but no longer approves individual licenses. The following licenses were issued this month: Reliable Plumbing and Heating, 1694 S 1000 W Suite C, Business , Professional Services and Onions 52, 1480 W 400 N, Finance.
At the request of Council leadership, Mr. Morris prepared an update on current projects including the 1700 South Sewer Project. 1700 South/1200 West Reconstruction Project. 1200 West Phase II (400 North to 700 South). Pioneer Road Phase II. Slaterville Park RAMP Project, and 2025 West Safety Improvements and sent a letter to residents on 2250 West.
Staff reported that the annual Trunk or Treat event will be held on Friday, October 31, at 6:00 p.m. at Slaterville Park. Set-up will begin at 4:30 p.m. The City will provide hot dogs and chips, and donuts will be donated by Lee's Marketplace, Kent's Grocery, and WinCo. Scooter's will also be serving coffee and hot chocolate during the event.
Amanda Keller and the Youth Council are coordinating the upcoming Veterans Dinner, scheduled for Saturday, November 8, from 6:00 p.m. to 7:30 p.m. at Jeremiah's Lodge and Garden.
The Holiday Craft Fair will be held on Friday, November 14, from 3:00 p.m. to 7:00 p.m., and on Saturday, November 15, from 10:00 a.m. to 1:30 p.m., at the City Building, 1570 W 400 N. For questions, individuals may contact Cecile Morris 801-628-2921 or by email cecile.morris2@aol.com.
