BOARD OF MUNICIPAL CANVASSERS
The City Council will temporarily recess in order to convene the Board of Canvassers, The Council Meeting will reconvene immediately following.
1. 2025 Municipal General Election Canvass; Resolution R25-57 (11-18-25).

CONSENT ITEMS

2. Library Planning and Policy Manual update, including fines and fees. Resolution R25-58 (11-18-25).
3. Updates to the City's Standard and Technical Specifications and Drawings Manual. City initiated. Ordinance 25-66 (11-18-25).
4. Approval of Minutes: October 21, 2025.
PUBLIC HEARINGS
The Council will accept public comment and may approve the following items:
1. Budget Amendments for Fiscal Year 2025-2026. Resolution R25-59 (11-18-25).
BUSINESS ITEMS
The Council will discuss (without public comment) and may approve the following items:
1. Business Item: Site Plan for UTA Park and Ride Pony Express. Located at 795 E. Sand Dollar Way, Carlie Torres as applicant.
2. General Plan Amendment from Rural Residential to Low Density Residential and Rezone From Rural Residential to R1-10 for Hidden Landing Phase 2. Located approximately Summit View Drive and Sage Hill Drive. Julie Smith as applicant. Ordinance 25-67 (11-18-25).
3. Easement and Right of Way Acquisition Agreement with GH Enterprises LLC, and POKY LLC. Resolution R25-62 (11-18-25).
4. Rezone from Agricultural (A) to Mixed Waterfront (MW) for Harbor Springs, located at 1331 East Pony Express Parkway. Jen Hall as applicant. Ordinance 25-68 (11-18-25).
5. Rider's Station Development Agreement, located at 1193 W. Fairfield Road. Adam Hurd as applicant. Ordinance 25-69 (11-18-25).
6. Updates to the Public Infrastructure Districts Policy. Resolution 25-xx (11-18-25).
7. Traffic Calming Policy Update. Resolution 25-61 (11-18-25).
8. Updates to the City Consolidated Fee Schedule for Various Rates. Resolution R25-60 (11-18-25).
9. Fox Hollow Infrastructure Financing District Reimbursement Agreement. Resolution 25-64 (11-18-25).
WORK SESSION
The Council will discuss (without public comment) with no action taken on the following items:
1. City Entry Monument Concept Plan with blu/JLR.
For the following Work Session item, the City of Saratoga Springs Planning Commission have been invited to join the meeting for information and discussion.
2. Proposed Community Plan and Master Development Agreement for the Three Canyons development with LHM.
