Cleveland Town Council Meeting Pending Minutes October 9, 2025 The regular meeting of the Cleveland Town council was held at the Public Safety Building located at 130 W Main in Cleveland, Utah, on Thursday, September 11, 2025 at 7:00 pm. In attendance were: Kristen Vose, Mayor Shawna Horrocks, Whitney Guymon, and Chance Thompson. Clerk Nancy Livingston. Public Attendance: Carl & Jody Sitterud, Lowell Gardner. Called to order at 7:01 pm. Pledge led by Mayor Horrocks. Minutes: Mayor Horrocks made a motion to approve September meeting minutes. Seconded by Kristen Vose. All were in favor, motion passed. Public Comments/Questions: none Item #1 Interview/Discuss/Approve/Deny new council member from applicants. Carl Sitterud was interviewed by the council. He was the only applicant. Whitney Guymon made a motion to appoint Carl Sitterud to the Council. A second was made by Chance Thompson. Council vote: Whitney Guymon-yes, Kristen Vose-abstained, Mayor Horrocks-yes, Chance Thompson-yes. Majority voted in the affirmative, Carl Sitterud was appointed. Item #2 Swear in new council member. Clerk, Nancy Livingston, swore in new council member, Carl Sitterud. Item #3 Discuss/Approve/Deny Cleveland Days Financial Report. Treasurer, Heather Holt, went over the Cleveland Days financial report with the council, then answered questions. The Town lost money on Cleveland Days celebration. Item #4 Discuss/Approve/Deny allowing a resident, who did not use their secondary water, to have their secondary water payment go to pay culinary water instead. Treasurer, Heather Holt, explained that there was a resident who paid their secondary water bill but did not end up using any water because the pipes were broken on their side and they never fixed them. Question was how do we know if they didn't use it? Council felt they chose not to fix the broken line on their side. Motion to deny having the secondary payment go to water bill due to them not choosing to fix their side by Whitney Guymon, with a second by Kristen Vose. All voted to deny, motion did not pass. Item #5 Discuss/Approve/Deny letters for non-compliance and updates with ongoing compliance issues. Lowell Gardner stated that shed has not been done. Sherman's were going to request zoning clearance for container shed, but they didn't come to Planning & Zoning. They will need to come in for changes to modular plans next month. Continuous issues with Zac & Savannah Jensen's dogs. Lowell Gardner stated that he has pictures and videos of dog not on their property. Letter sent with fine, need to find out if fine increases for nonpayment or can only fine per report. Whitney Guymon suggested talking to Huntington, but they have a town dog catcher and use county court system. Council needs to find way to enforce ordinances and have people pay fines. Kristen Vose says fine/fee only goes up if impounded. Whitney Guymon suggested checking for grants to build floor for kennels. Item #6 Discuss/Approve/Deny bills and city financials for payment. Motion to pay the bills and city financials was made by Kristen Vose. Second by Whitney Guymon. Roll Call Vote: Whitney Guymon-yes, Kristen Vose-yes, Mayor Horrocks-yes, Chance Thompson-yes, Carl Sitterud-yes. All were in the affirmative, motion passed. Item #7: Council Reports. Chance Thompson: (LEPC): talked about projects for year, work maintenance on treatment plant, and backup plan for disasters. Shawna Horrocks: (CVSSD, EMS):EMS talked about class for those interested. 18 in actual class. CVSSD went over current projects. Kristen Vose(PZ): For Planning and Zoning worked on recreational vehicle court ordinance. Whitney Guymon (YC): Wynn Ann is okay with selling t-shirts in KFJ-C store. Need to know how many to start with. Council suggested starting with 5 of each in common sizes. Item #8 Adjourn Meeting. Whitney Guymon made a motion to adjourn the meeting. Second by Kristen Vose. All were in favor, meeting adjourned. Nancy Livingston, Clerk
