Review and consider a recommendation to the City Council to amend the Panorama Master Development Agreement (MDA) to modify (1) the project boundaries without changing development entitlements, (2) clarify procedures regarding potential administrative approval of residential lots with double-street frontages, (3) the 'Grading Plan,' and (4) the 'Village Plan.'
