R392-105 Agritourism Food Establishment Sanitation At the November 4th, 2025, Environmental Health Executive Committee Meeting, the body unanimously voted to recommend approval for the five-year review of Rule R392-105, Agritourism Food Establishment Sanitation. Governance does not need to take any further action on this rule due to no proposed content changes.
R380-50 LHD Funding Formula Language modifications to the rule continued.

Wise Woman Workgroup
Updates from IPHS (Informational) workgroup/funding update: The Be Wise workgroup presented recommendations for allocation of funds to DHHS, and local health departments as requested. A motion was made to approve the proposed allocation as proposed by Dorothy Adams, second was made by Jonelle Fitzgerald, and the motion unanimously passed. The workgroup will pause and will reconvene after LHDs have an opportunity to review actual costs; the workgroup then loans to continue discussing the best options for the next competitive grant application.
Immunization Outbreak Response Funding
Updates from IPHS (Informational) potential shift in funding use: At the federal level, Health and Human Services has asked that DHHS look at potential funds in the immunizations outbreak response funding application to determine if funds could be redistributed in support of the measles outbreak response. Jeff Eason came to discuss this and IPHS Exec expressed support for pursuit of this funding, with a goal of $130,000 being distributed to LHDs. This proposal, if funding is available and sufficient, will fill the gap from the ELC reduction in VPD funds and will support measles response. While different from pandemic influenza, this represents a key opportunity to support response to the current issue. IPHS Exec expects to remain engaged in guiding decisions as we learn more about the award amount and needs for the funds across the system at the state and local level.

State Primary Care Offices (PCO) Grant 12/19/2025 Anna West presented the State Primary Care Offices (PCO) grant. Ashley Moretz made a motion that this grant be designated as exempt, Dorothy made the second, and this passed unanimously as well. This grant will remain exempt through the remainder of the grant cycle and will be reviewed again with the next competitive application (unless there is a change in funding amount or scope).
State Loan Repayment Programs (SLRP) 1/12/2026 Recipients can choose the eligible primary care disciplines their programs support and
HPSA locations based on their needs.
Mini-Grants Available to Offer Leadership Learning for Professionals Working in Public Health and Community Health Centers 10/31/2025 Mini-grant requests can range from $10,000 to $20,000 and are intended to fund the development and offer of learning opportunities. The mini grants are not intended to be used as scholarships for staff attending other leadership training courses or conferences.
