GREEN FIRE PROTECTION DISTRICT

Trustee Barnes called the meeting of the Board of Trustees to order.
Members of the Board of Trustees of the Mountain Green Fire Protection District in attendance:
Tim Barnes
Rici Johnson
Saul Grasteit
In attendance from Operations were: Chief Brian Brendel and Golden Barrett.
Members of public in attendance and registered on sign-up sheet.
Trustee Barnes called the meeting to order at 6:31 p.m.
The Agenda was reviewed. Trustee Johnson made a motion to approve the Agenda; Trustee Grasteit seconded the motion; the motion was approved by the Trustees.
Trustee Barnes asked if any in attendance had a conflict of interest in the matters being discussed at the meeting or otherwise. All present indicated they had no conflict of interest.
The Board then proceeded to discuss the following Agenda items:
Agenda Item No. 1: Board of Trustees and Fire Department Leaders
- Presentation on reasons for the tax increase including items mentioned in mailer to residents to residents.
- Trustee Barnes led the presentation and started by thanking all the veterans present including two veterans that re on the MGFPD Board of Trustees.
- All trustees and fire department leaders introduced themselves and their professional experience.
- Trustee Barnes called attention to the agenda which outlined the meeting agenda and the requirements required from the state for a TNT public hearing. Also included that this hearing was specifically for the tax hearing and no other MGFPD business would be covered during this meeting.
- Trustee Barnes invited the residents to review the many information posters and charts displayed throughout the room. Information included reasons for tax increase such as the need for more payroll dollars to hire additional staff and addition paid shift coverage, new fire truck payment, increase in cost of equipment and other needs to maintain safety for residents and firefighters. Information was available to all in attendance prior to the meeting.
- Trustee Barnes explained the tax process and why population growth does not increase the budget. Most residents were not aware and assumed with population growth that the budget automatically increased.
- Trustee Barnes had a prepared PowerPoint presentation that covered the following:
- Current situation / Financial Requirements / Service Improvements / Community benefits
- Why we need tax increase: Community Growth / Infrastructure Needs / Workforce (details of each were covered by Trustee Barnes and Chief Brendel and Golden Barrett)
- Services provided were presented: Medical Emergencies / Fire Suppression / Fire Prevention / Special Operations / Community Education
- Proposed tax Increase Impact: Budget overview $288,056 in additional annual revenue and tax increase to cover critical gaps in funding and enable essential improvements for the district.. Per household impact and community value.
- Planned Service Improvements for emergency response, equipment, and Infrastructure. In depth explanation by Chief Bendel and Golden Barrett. Included EMS equipment needs, improved response time, new fire truck, communication technology, upgrade facility and improved safety gear.
- Community Insurance Benefits: ISO rating has improved from 6 to a 4 which could save residents money on the home insurance. Community safety, property protection.
- Graph showing a 112.5% increase in fire calls since the departments last tax increase in 2018. Additional resources needed to maintain high standards.
- Pie chart showing that 100% of tax allocation goes directly to public safety service. Also, reminder that Mountain Green Fire Protection District maintains transparent budgeting and accounts for all expenditures to ensure community trust and effective resource management.
- Chief Brendel and Golden Barrett presented detail from the visual aid displays throughout the room. Including a 78,000/yr. fire truck payment, needs to increase pay of hourly and volunteer firefighters and tax dollar needs for the safety of our firefighters and Mountain Green residents.
Agenda Item No. 2: Public Comment
- Comments were made by the public offering support (9 comments offering support) for the firefighters and the approval of the tax increase. Resident spoke that his increase would only be about $16/mo. Some saying that the tax increase should be bigger based on growth and community needs.
- Residents asked about other sources of income from the state since MGFPD responds to many traffic incidents on HWY 84.
- Residents suggested posting a pinch list of items MGFPD needs on Facebook so that people could donate money of purchase equipment for the fire station.
- Residents asked questions about the new fire truck. Chief Brendel outlined the need to replace our 20-year-old engine. Also, the capability of the new engine that has updated safety features for firefighters and is more capable of maneuvering on the hilly terrain and steep grade in Mountain Green.
- Discussion was initiated about pursuing income from Morgan County, federal grants and charging fees for services.
- Comments offering support to Chief Brendel for his service. He currently is a volunteer making just $2000/QTR. To replace him with a full time chief if/when Chief Brendel steps down would cost 85K-120K a year. Trustees also have a modest stipend of $500/QTR.
- Comments in appreciation of the Chief maintaining the Facebook page (with the assistance of his wife Michelle). Also thanked the Chief for his outstanding leadership and the training he provides to firefighter team.
Public Comment and discussion lasted over an hour and was not concluded until everyone had a chance to comment or ask a question. Trustee took notes of ideas from the public for ideas trustees can use in the future.
Agenda Item No. 3: Discussion and future hearing date if needed.
- After discussion the trustees decided that no future hearing date would be needed.
- Tax increase of $288,056 was then approved by the Board of Trustees. 3 votes for tax increase and 0 against.
Agenda Item No. 7: Adjournment
A motion was made by Trustee Johnson to adjourn the meeting. Trustee Grasteit seconded the motion, and the meeting was adjourned
