DIVISION OF WATER QUALITY UTAH DEPARTMENT OF ENVIRONMENTAL QUALITY PUBLIC NOTICE OF INTENT TO RENEW A UPDES PERMIT PURPOSE OF PUBLIC NOTICE The purpose of this public notice is to declare the Director of the Division of Water Quality's intention to renew a Utah Pollutant Discharge Elimination System (UPDES) Permit under the authority of the Utah Water Quality Act, Utah Code ยง 19-5-106(2)(g). The draft Permit and the Fact Sheet (collectively, the draft Permit documents) are available for review and comment. PERMIT INFORMATION PERMITTEE NAME: Timpanogos Special Service District FACILITY NAME: Timpanogos Wastewater Treatment Plant MAILING ADDRESS: PO Box 923 American Fork, Utah 84003 TELEPHONE NUMBER: (801) 756-5231 FACILITY LOCATION: 5050 West 6400 North Utah County, Utah UPDES PERMIT NO.: UT0023639 PERMITTED OUTFALLS: 001 OUTFALL LOCATION: Latitude 40 20'26' and longitude 111 46'35' RECEIVING WATER: Utah Lake BACKGROUND Timpanogos Special Service District (TSSD) operates a publicly owned wastewater treatment and provides wastewater disposal services to the communities of Alpine, American Fork, Cedar Hills, Eagle Mountain, Highland, Lehi, Pleasant Grove, Vineyard, Draper, and Saratoga Springs, Utah. Wastewater is treated by aerated bioreactors, settling and disinfection. Discharge from the Facility's ultraviolet (UV) unit goes through a six-cell pond system before discharge to Utah Lake. The point at which Utah Lake receives effluent from the pond system varies depending on the lake level. There is also currently a bypass of the wetlands, which extends from the UV process to Utah Lake. The Facility is undergoing upgrades that include thermal dryers, tertiary filters, upgrades to primary treatment, digestions, gas, UV, and the Outfall, in addition to sidestream treatment. All upgrades are expected to be completed and operational at the end of year 2029. The Facility has a permitted biosolids program and an approved pretreatment program. See Permit and Fact Sheet for more information. PUBLIC COMMENTS Pursuant to Utah Admin. Code R317-8-6(6.6), any interested person may submit written comments on the draft permit documents and may request a public hearing if no hearing has already been scheduled. A request for a public hearing shall be in writing and shall state the nature of the issues proposed to be raised in the hearing. All comments will be considered in making the final decision and shall be answered as provided in Utah Admin. Code R317-8-6(6.12). Commenters have an affirmative obligation to raise all reasonably ascertainable issues and submit all reasonably available arguments and factual grounds supporting their position, including all supporting material. Supporting material must be included in full and may not be incorporated by reference, unless the material is already part of the administrative record. Public comments are invited any time prior to the deadline of the close of business on December 12. 2025. After considering public comments, the Director of the Division of Water Quality will issue a final Permit decision.
