Amalga Town Council will hold a public hearing followed by the monthly town council meeting

Agenda as follows:
1. Welcome / Pledge of Allegiance. Colette Dursteler
2. Roll call: Dave Wood Mayor, Paul Hansen, Dave Lee, Mark Cowley, Colette Dursteler, Nate Noyes, Charlie Eriksson, Steve Liechty, Dakota Bodily
3. Approve Minutes of September 10th, 2025
a. Motino to approve Paul Hansen

4. Public Comments
a. Nate Noyes: Been on planning and zoning for a few weeks. How are we supposed to Enforce the laws.
b. Property lines from the road are inconsistent. There needs to be a Consistent rule for all property lines from the rule. .
c. We have town members go in and change their zoning on the county map. How do we prevent it?
i. Dave Lee I asked the County specifically about lot's that area too small and found out that they can add a note to the property.
ii. Colette in Hyde park. They receive a notification that a lot has been changed. She'll Look into this for the town.
d. We need to find a common place to start.
e. Want an Accounting for the last 7 years of budgets for Amalga Town

5. Sheriff Report for August and September: Incidents 11, traffic violations 8, Warnings 16
6. Charlie Erickson discussion on annexation.
a. Dakota: Talking about annexing the 40 acres on the west side of town.
b. Dave Wood: talked to engineer we would have to have a 6 inch line for fire protection. And the Fire department would have to approve and we would need 70 lbs of pressure.
c. Dakota: Called up Hyrum city they couldn't tell him what kind of tax revenue they have received. They also have found that they have not had any water pressure.
d. Colete: if what I remember those lots would not use more water than a home would use.
e. Dave Lee: in light industrial the minimum acreage is 2 acres and 150 frontage.
f. Dakota: Is there more than one pump for the town? Yes we have several pumps for the town.
g. Colette: are we looking at an unofficial go ahead or what?
i. Charlie: I want to know if you would be willing.
ii. Dave Wood: We need to talk to our engineers and see if we can upgrade our system to support this expansion.
h. Charlie: Let me talk to Schreiber's and see what they do for Us concerning Fire suppression.
i. Colette: are you proposing to help upgrade our system.
i. Dakota: That's an option.
j. Mark Cowley: who will be responsible for babysitting these lots
i. Dakota: I understand that concern we can set up a basically in hoa for businesses for snow removal and fixing up the pot holes.
k. Dave Lee: I don't want to let the camel into the tent I have this other guy who is talking about wanting us to annex his property.
l. Charlie: for water my next call will be to Schreiber's because they already have the pond's and talk to them about using those for fire protection. And then we would just need to run culinary water for consumption.
m. Charlie: we will look into the fire suppression.
n. Dave Wood: The town will talk some more to the engineers about the water system. Will return in November.
7. Steven Liechty Rocky Mountain Power franchise agreement
a. Seeking renewal of the current franchise agreement. Which will expire in June 2026. Generally, it's 10-15 years.
b. If the city has a project and we are in the way we will move our Equipment at our expense. Whereas if it's a private property owner it would be the private property owner's financial obligation.
8. Impact Fee review
a. Estimated population increase for the water impact fee would increase to $7,995.49
9. Discuss pay raise
a. Motion to increase the treasurer's pay to $15 increase the clerks to $25 an hour. All the salary for Amalga town will receive a cost of living increases 3% each fiscal year starting in June 2026 this includes council members, Mayor $400, Mosquito $75/ month. Council to $200. Water Meter readings would increase residential readings meters to 2.50/meter. And the Ag meter stay the same water 10/ Meter
10. Council reports:
a. Paul Hansen:
i. Repaired the bathrooms in town hall
ii. Lawn looks great.
iii. Continuing to dump the dog
iv. Blowing off the leaves from the pickleball court.
v. Got new wheelbarrow
vi. Locked up the bathrooms.
vii. New spigots in the park
viii. Outside water is shut off.

b. Colette Dursteler,
i. Youth are officially doing trunk or treat,
ii. Kristen Allsop has officially stepped down from youth council
iii. I will try and step in and do my best.
iv. Will set it up to run like a government
v. Partitions for restroom remodel should be here this week or next week
c. Mark Cowley,
i. Quick Question raising water rates? Will we be fiscally responsible.
ii. Yes, we will be raising the water rates next month.

i. Laura Wood business license
ii. Zoning clearance for Thomas Snyder be next to Godfrey's
iii. Curtis Falslev came in and we explained the process . He will be scheduled onto next month's agenda for P and Z
iv. Sid came in and received the zoning clearance for the mobile homes will also bring in some cargo containers. Questions about the property line for his scales.
11. Mayor's report
a. Mosquito spraying will end this month
b. Went to the COGG Meeting on Monday and we will meet again next month to see which municipality gets their project rewarded. There was a total of 15 million rural is getting about 2 million
c. Talked to Parsons today they are going to fix up to the bridge.
d. Thursday they will be painting the lines on the road.
