Town Council Meeting Minutes

Present: Doug Nowell, Mayor Jared Campbell, Sue Gestring, Troy Campbell, Nikole Campbell, Peggy Smith, Steve Healey, Zac Kearney, Darren & Haley Obray and Monson Obray, John Spendlove

Approval of Minutes:
The minutes from the previous meeting were read. Zac motioned to accept the minutes. Doug seconded. All were in favor.
MAYOR UPDATES:
The mayor noticed the ditch, in front of Marty Anderson's house and behind WJ AG Services, has been filled in. It is needed for flood water. Jared said he will follow up with Shane to see what the plan is.
The Music Festival was a success. There were about 25 cars. The band was excellent and there were a lot of good reports on them. The town has 5 new sets of bleachers now that are set up. They also have 21 footer bleachers left over that were shipped to us by mistake. Jared has some ideas about fixing the wood picnic tables with them. The speaker equipment is still in SLC needing to be picked up at Poll Sound.
Doug's only concern was the dust from the kids playing on the playground. Everything has been purchased for that grant, so it can be reported and closed with the state.
Jared suggested making a shift in our 4th of July activities and going more towards this route. Zac said it was enjoyable and low key.
WATER:
There is a floodplain meeting on October 28th at 10 am at the JCC. Tracy Harrison is coming from the state, presenting the maps, and going over the floodplain. The council and PC are invited to attend.
Steve said the Water Survey Report is all good
There has not been any work done on the springs. It is now hunting season and the Christensen's won't allow anyone on their property.
PLANNING COMMISSION:
The PC has a draft of the Annexation Ordinance they have been working on. It has to be turned into the attorney for review. If it is approved by him the Town then has to have a public hearing for the community to vote. If the attorney gets it back quickly the PC would like to have the public hearing on the 28th of October to pass it.
MISC:
The Halloween Carnival will be October 27th @ 6:00 pm. Laura Obray will be making doughnuts, we'll have hot dogs and nachos also. Zach said he has a fog machine and dummies if the town needs them. The trunk-or-treat will be on the 31st @ 5:30 at the park.
Town Christmas party will be December 15th @ 6:30. Tony is still interested in doing the program. We plan on having Santa, cookies, and milk.
Jared would like to change December's meeting from the 4th to the 3rd. The Councilman dinner and decorating will also be on the 3rd.
Zac Motioned to adjourn the meeting, Doug seconded the motion. All were in favor.
