SALT LAKE CITY HUMAN RIGHTS COMMISSION REGULAR MEETING AGENDA Tuesday, November 4th, 2025 5:30 pm City & County Building 451 South State Street Cannon Room 335 This meeting is a discussion among Commissioners and select presenters. The public is welcome. Items scheduled may be moved or discussed during a different portion of the meeting based on circumstances or availability of speakers. This meeting will be hybrid. The Commission Meeting will have a physical location at the City and County Building in the Cannon Room #335 and members of the public may provide public comment in- person. Commissioners and presenters may join or participate either in-person or through electronic means. Welcome - Roll Call - Celebrate Outgoing Commissioner - Channae Haller - District 2 Vacancy - Open to residents to apply! 2. Approve and Adopt Minutes - September 2025 3. Public Comment (5 minutes) - Attendees may be provided one or two minutes of time, determined by the number of attendees and the time available determined by the Commission. Please observe the time limit stated at the beginning of the public comment period so everyone may have a chance to speak. - Per the public meeting guidelines, keep comments free of discriminatory language referring to a person or group based on their religion, ethnicity, nationality, race, color, descent, gender, sexual orientation, disability, age or other gender identity factor. Items or comments that disrupt the meeting, intimidate other participants or that may cause safety concerns are not allowed. 4. Open Public Meetings Act Annual Training (~ 20 minutes) - Sara Montoya, Senior Attorney will conduct the Commission's training refresher on the Open Public Meetings Act to be completely annually compliance. 5. Education Community Forum Update (~ 15 minutes) - Commissioner Jennifer Mayer-Glenn will share an update for final program, and delegate roles to the Commission for day-of support. 6. Review 2025 Human Rights Month Proclamation (~ 10 minutes) - Michelle Mooney, Impact Manager will present the draft proclamation for Human Rights Month to the Commission for final review. 7. End of Year Updates and Annual Report (~ 30 minutes) - Commissioner Emily Khan will share an update on completion of a research report for City Council inquiry for Native American engravings on City lamp posts. - Michelle Mooney, Impact Manager will present the draft end of year report for the Commission to provide any outstanding feedback. 8. Formal Vote on 2025 Recommendations (~5 minutes) - The Commission will conduct a formal vote to approve and adopt the 2025 end of year report and written recommendations. 9. Human Rights Day 2025 Update (~10 minutes) - Michelle Mooney, Impact Manager will share general updates on Human Rights Day Celebration planning. - The Commission will individually submit their votes for Human Rights Day awards via electronic process (to be completed by Friday, November 7th). 10. Discussion/Dialogue about Human Rights Around the World - During this portion of the meeting, Commissioners may raise topics and discuss current events that may impact or influence the Commission's overall work, discussions, and deliberations to provide recommendations to the Mayor and City Council. No action will be taken during this section of the meeting. Matters discussed during this section of the meeting may be scheduled on a subsequent agenda for follow-up. 11.
