Planning and Zoning Pending Minutes for October 1, 2025
The Planning commission met on Wednesday, October 1, 2025 at the public safety building located at 130 W. Main in Cleveland, Utah at 7:00 pm. Those present were commission members: Tyler Rowley, Chairman Lowell Gardner, Dylan Horrocks, and Nancy Livingston on phone. Logan Ellis was absent. Council Member Kristen Vose in attendance.
Public attendees: none
The Meeting was called to order by Lowell Gardner at 7:05 pm.
Pledge was led by Chair Lowell Gardner.
Minutes: Dylan Horrocks made a motion to approve the minutes for Sep 3, 2025. A second was made by Tyler Rowley. All were in favor, motion passed.
Public Comments: None
Item #1: Lucy and Carl Sherman want zoning clearance to put a container or shed on their property.
Sherman's were not present.
Moved to change action Item #1 to #2 and start work meeting by Dylan Horrocks. Second by Tyler Rowley. All were in favor, motion passed.
Work Meeting
Item #2: Discussion/develop/approve/deny development of ordinance for individual motel units, cabins, and recreational vehicle courts.
Dylan Horrocks looked at Saratoga Springs Ordinance, likes parts of it. Feels Ferron goes into too much detail. Tyler Rowley feels we should have a minimum length between structures, living space, and max parking for vehicles. Lowell Gardner stated that Ferron had a maximum number of vehicles and size of 15 per acre. Will need parking, roads throughout. State code has dedicated entrance and exit. Orangeville has roadway in their ordinance. Ferron has no parking on street. Kristen Vose stated there will need to be something about exterior lighting. Put hotels and motels on separate ordinance from rec vehicles, cabins, and camping tents. Will use Orangeville as template to add to. Put in temporary stay of 30 days. Chairman Lowell Gardener asked commission to work on this ordinance section by section. For November's meeting, need to look at purpose and definitions for the ordinance.
Sherman's had not appeared by the end of the work meeting, so commission moved to Item #3.
Item #3: Adjourn Meeting: Tyler Rowley made a motion to adjourn. Dylan Horrocks seconded. All were in favor, meeting adjourned at 7:45 pm.
