October 23, 2025 DIVISION OF WATER QUALITY UTAH DEPARTMENT OF ENVIRONMENTAL QUALITY PUBLIC NOTICE OF INTENT TO RENEW A UPDES PERMIT PURPOSE OF PUBLIC NOTICE The purpose of this public notice is to declare the Director of the Division of Water Quality's intention to renew a Utah Pollutant Discharge Elimination System (UPDES) Permit under the authority of the Utah Water Quality Act, Utah Code ยง 19-5-106(2)(g). The draft Permit and the Fact Sheet (collectively, the draft Permit documents) are available for review and comment. PERMIT INFORMATION PERMITTEE NAME: BLX Mayflower, LLC FACILITY NAME: Mayflower Mine and Star Mine MAILING ADDRESS: 9109 N. Mayflower Village Drive UPDES PERMIT NO.: UT0026140 PERMITTED OUTFALLS: 001 and 002 OUTFALL LOCATION: 001: latitude 40 36' 58' and longitude 111 26' 28' 002: latitude 40 36' 50' and longitude 111 27' 41' RECEIVING WATER: McHenry Creek and Glencoe Canyon Creek BACKGROUND Mayflower Mountain Resort is an all-seasons resort under construction in Park City, Utah. The property was purchased in October 2016 by BLX Mayflower, LLC, and includes both inactive Mayflower and Star of Utah Mine adits, both of which still discharge into waters of the state. In November 2019, a pipe was installed to carry discharge water from the exit of the Mayflower Mine to McHenry Creek. Prior to this pipe, the mine discharge ran through a mine waste impoundment within Big Dutch Pete drainage, which flows into Jordanelle Reservoir. Similarly, in 2022, the Star Mine discharge water was rerouted around the Star Mine waste rock pile and now enters Glencoe Canyon Creek down below the regraded and capped pile, which then flows into McHenry Creek. McHenry Creek flows into Jordanelle Reservoir. See Permit and Fact Sheet for more information. PUBLIC COMMENTS Pursuant to Utah Admin. Code R317-8-6(6.6), any interested person may submit written comments on the draft permit documents and may request a public hearing if no hearing has already been scheduled. A request for a public hearing shall be in writing and shall state the nature of the issues proposed to be raised in the hearing. All comments will be considered in making the final decision and shall be answered as provided in Utah Admin. Code R317-8-6(6.12). Commenters have an affirmative obligation to raise all reasonably ascertainable issues and submit all reasonably available arguments and factual grounds supporting their position, including all supporting material. Supporting material must be included in full and may not be incorporated by reference, unless the material is already part of the administrative record. Public comments are invited any time prior to the deadline of the close of business on November 24, 2025. After considering public comments, the Director of the Division of Water Quality will issue a final Permit decision.
