- Notice of Public Hearings The Planning Commission and City Council will hold public hearings on Wednesday, November 5, 2025, at 6:00 pm and Tuesday, November 18, 2025 at 6:00 pm. Zone Change & Preliminary Plat: Ellis Park Zone Change & Preliminary Plat Public hearings will be held with the Planning Commission and City Council for a request to change the zoning of a property from R-R to R-1-9 with the Master Planned Development Overlay and approve a Preliminary Plat for 24 single-family lots located at 1113 West 100 South. Annexation Policy Plan: Amended Annexation Policy Plan Adoption Public hearings will be held with the Planning Commission and City Council on a proposal to amend the City's Annexation Policy Plan. These hearings will be held in the Council Chambers at 80 South Main Street, Second Floor, Spanish Fork.
