MARRIOTT-SLATERVILLE CITY COUNCIL MEETING 1570 West 400 North Thursday, September 18, 2025 - 6:30 P.M. Council Members Present: Dennis Illum, Pres. Erin Holley, Vice-Pres Rob Smout Dee Christoffersen Brad Slater Council Present Electronically: Excused: Mayor and Staff: Scott Van Leeuwen, Mayor Bill Morris, City Administrator Zack Loveland, Director Dana Spencer, City Recorder Brent Hales, Finance Visitors: Eric & Vicki Clark, Brent Butler, Les Syme, and Steven Mecham. 1. Call to Order City Council/Pledge of Allegiance. Pres. Illum called the meeting to order at 6:36 PM. 2. Discussion/action on minutes. Motion by Mr. Slater to approve the minutes from August 21, 2025, seconded by Mr. Smout. Vote called and passed unanimously. 3. Discussion/action on an Ordinance for Zoning Map Amendment at 873 North 2000 West for Western Industrial from A-1 to C-2P. Mr. Loveland informed the Council that the City received an Application to Amend the Zoning Map from Agriculture (A-1) to Commercial (C-2P), and proposed amendment is consistent with the City's General Plan. Planning Commission held its Public Hearing on August 19, 2025, to take public comment on the proposed ordinance, after which the Planning Commission gave its recommendation to pass this Ordinance. Motion by Vice-pres. Holley to approve Ordinance 2025-09 to amend the zoning map at 873 North 2000 West for Western Industrial from A-1 to C-2P. Motion seconded by Mr. Slater. Roll Call Vote: Mr. Slater - Aye Mr. Christoffersen - Aye Mr. Smout - Aye Vice-pres. Holley - Aye Pres. Ilum - Aye Vote called and passed unanimously. 4. Discussion/action on Resolution cancelling the 2025 Municipal Election for the City Council East and West Districts. Pursuant to Utah Code ยง20A-1-206, a municipal election may be canceled if the number of candidates does not exceed the number of open municipal offices to be filled. For the 2025 City Council election, the number of candidates equals or is fewer than the available positions. The filing deadline for write-in candidates has passed, and the City has determined that canceling the election will avoid unnecessary costs. Motion by Vice-pres. Holley to approve Resolution 2025-K canceling portions of the 2025 Municipal Elections. Motion seconded by Mr. Smout. Roll Call Vote: Mr. Slater - No Mr. Christoffersen - Aye Mr. Smout - Aye Vice-pres. Holley - Aye Pres. Illum - Aye The motion carried with four (4) votes in favor and one (1) abstention. In accordance with City Code, an abstention is recorded as a 'no' vote. 5. Convene Pioneer Special Service District: a. Public Hearing for various annexations to the Pioneer Special Service District. b. Discussion/action on Resolution adopting various annexations to the Pioneer Special Service District. c. Adjourn Pioneer Special Service District and reconvene City Council. Pres. Illum closed the Public Meeting and opened a Public Hearing by acclamation. All in favor and passed unanimously. No public comment. Pres. Illum closed the Public Hearing and re-opened the Public Meeting by acclamation. The Public Meeting was reopened by unanimous consent. All members present voted in favor. The City established the Pioneer Special Service District on or about October 21, 2004, in accordance with Utah Code 17A-2-1304 as it existed at that time. A Certificate of Incorporation for the District was issued by the Office of the Lieutenant Governor on or about December 13, 2004. The Pioneer Special Service District has been providing services for more than one year to various properties, including those being annexed or petitioning for annexation into the District. Mr. Christoffersen inquired about how the Farr West Enhancement Fee is calculated. Mr. Morris responded that fees for commercial properties are determined based on landscaping, while residential properties are charged a flat enhancement rate. Mr. Slater asked whether properties currently receiving service are provided secondary water, and it was confirmed that they are. Mr. Smout asked whether property owners not using the service would be charged, and Mr. Morris confirmed that they would not. Motion by Mr. Slater to approve Resolution 2025-L adopting various annexations to the Pioneer Special Service District. Motion seconded by Mr. Christoffersen. Roll Call Vote: Mr. Slater - Aye Mr. Christoffersen - Aye Mr. Smout - Aye Vice-pres. Holley - Aye Pres. Ilum - Aye Vote called and passed unanimously. 6. Discussion/action on a Resolution giving notice of intent to create the Mill Creek Cemetery District. Marriott-Slaterville City is a fifth-class city under state law and is not subject to Utah Code 17B-2a-103. The City has received a request to provide notice of intent to create the Mill Creek Cemetery District. Mr. Steven Mecham expressed a desire for his family, along with other prominent community members, would have wanted to be buried in Marriott-Slaterville. He noted that many small cities across the state have their own cemeteries, while Marriott-Slaterville currently does not. Mr. Mecham requested that the City issue a notice of intent to establish the Mill Creek Cemetery. Mr. Morris explained that the City could structure the district in two ways: similar to Plain City, where the Cemetery District manages operations independently, or like West Haven where the City-manages the cemetery. Pres. Illum expressed concern about placing the responsibility directly on the City, while Mr. Slater acknowledged forming a district could be acceptable but raised concerns about potential staffing needs and associated costs. Vice-pres. Holley indicated no objection to further exploring giving notice of intent to create the Mill Creek Cementery, provided it is safe and feasible for the City. Mr. Slater moved to table Resolution 2025-M until January, when the newly elected Mayor assumes office. The motion did not receive a second, and therefore, failed. Motion by Vice-pres. Holley to approve Resolution 2025-M giving notice of intent to create Mill Creek Cemetery District and to set a Public Hearing. Motion seconded by Mr. Christoffersen. Roll Call Vote: Mr. Slater - Aye Mr. Christoffersen - Aye Mr. Smout - Aye Vice-pres. Holley - Aye Pres. Illum - Aye Vote called and passed unanimously. 7. Discussion/action on Community Engagement and Outreach. Following feedback from residents during the recent primary election, it is clear that improving communication and access to information remains a priority. While the City consistently posts notices, newsletters, social media updates, and offers an email subscription service, there will always be challenges in reaching every resident. Rapid changes in technology also mean that traditional communication methods are becoming outdated, while new platforms can leave some residents feeling excluded. To strengthen our outreach efforts and ensure more consistent, accessible communication, and propose the creation of a Community Engagement & Outreach Coordinator position. This part-time role would be funded through City Council approval and would focus on the following responsibilities: Serve as a dedicated staff resource for community engagement and outreach. Support departments in improving public communication and messaging. Manage and update the City's website and social media presence. Research and recommend new communication tools and technologies. Coordinate with neighboring jurisdictions, attend City and staff meetings, and participate in regional boards such as Communities That Care, oversee video recording and posting of public meetings. Promote use of applications such as PlacerAI to support businesses. Organize community forums and events (e.g., block parties, Know Your Community meetings). Ensure outreach efforts reach marginalized and under served populations. Support additional engagement efforts, including those tied to emergency management. This position will allow the City to take a more proactive, inclusive, and innovative approach to communication-strengthening trust and connection between residents, businesses, and local government. Mr. Morris proposed the potential hiring of a Community and Outreach Coordinator, noting that the position would be offered to Chelsey Stanger. Pres. Illum requested that Council members provide input, as a formal resolution will be required. Mr. Smout expressed support for the idea, while Pres. Illum noted that Chelsie Stanger is a strong candidate and said he will place the item on the January agenda, when the City is less busy. Mr. Slater clarified that he did not intend to suggest the City's current communications are inefficient, and did not anticipate the discussion escalating to hiring a new staff member. Vice-pres. Holley noted that many residents attended the Weber Water Basin open house the previous evening through word-of-mouth and personal invitations via multiple text groups, in addition to official City notifications. Mayor Van Leeuwen expressed that a coordinator may not be necessary at this time, as personal outreach and word-of-mouth invitations have been effective. 8. Officer reports and legislative oversight: a. Status of development applications and business licenses. b. Community events and activities. c. Road and infrastructure projects. Staff gave the City Council the Monthly Business License Report. Business license approval is now an administrative function. The City Council retains oversight authority, but no longer approves individual licenses. The following licenses were issued this month: G-Bow Lumber LLC, 839 W 1700 S, Construction/Manufacturing. Mr. Loveland presented the Monthly Land Use Report. The City Council maintains legislative oversight but does not act on administrative land use matters. Staff will provide monthly updates. Mr. Morris informed the Council that he met with the Zoey Holley and Jaimee Christoffersen to discuss the Family Dinner Night. It was well attended and continues to grow each year, with attendance exceeding expectations and resulting in a shortage of coupons for free dinners. They will review options to expand meal capacity and adjust ticket distribution. Trunk or Treat will follow the same format as last year but will be held on a Friday this year. The Veterans Dinner is scheduled for November 8, 2025, at 6:00 p.m. At the request of Council leadership, Mr. Morris prepared an update on current projects including the 1700 South Sewer Project. 1700 South/1200 West Reconstruction Project. 1200 West Phase II (400 North to 700 South). Pioneer Road Phase II. Slaterville Park RAMP Project, and 2025 West Safety Improvements. Mayor Van Leeuwen commended staff for their excellent work during this busy time and noted that he will write a letter to residents updating them on the 2250 West road project following the recent meeting with the Weber Basin Water District. Pres. Illum encouraged Council members to review the memos in the packet and bring any questions or feedback back to the Council. He noted that memos go through the Mayor, and to avoid miscommunication, Council members should write down questions and discuss them with the Mayor. Mr. Christoffersen also expressed appreciation for the information and updates provided in the memos. 9. Adjourn. Being no further business the meeting was adjourned at 7:35 PM. 10.
