The meeting was called to order at 4:01 PM. by Mr. Riddle, Board Chair.
First Item of Business - Approval of Minutes
Minutes from the September 18, 2025 meeting were presented. No additions or changes were noted. Ms. Symchych made a motion to approve, Ms. Marvidikis seconded the motion. The motion passed.
Second Item of Business - Financial Statements
Financials for August 2025 were presented. Mr. Fallon mentioned the increase in the annual property and liability insurance premiums. Mrs. Hansen explained that the premiums have been increasing regularly each year and mentioned our insurance carrier had sent out an appraiser for the property insurance in April 2025 to complete a routine revaluation. She also mentioned that due to our annual workers compensation audit, those premiums will be increasing as well, despite having no claims in the last few years. She also mentioned the medical insurance premiums for the employees will be increasing by 4.5% for 2026, and these increases will be accounted for in the 2027 FYE budget. No other questions were raised. Ms. Marvidikis moved to approve the financials as presented, and the motion was seconded by Mr. Fallon. The motion passed.
Third Item of Business - Updates to Utility Allowances
Draft utility allowance schedules for public housing and section 8 for 2026 were presented. Mrs. Hansen then described the purpose of the utility allowances and how they are used to calculate tenant rent. She also explained that HUD requires these to be re-evaluated every calendar year and adjusted if they changed more than 10%. She explained that Nelrod had completed the utility allowance studies for both programs and had provided the methodology
and calculations that are required by HUD. She noted that 60-day notice and a 30-day comment period must be given to all tenants before these allowances can become effective, which is planned tentatively for January 1st 2026. Notifications have been mailed to each tenant, and comments are due back to the Housing Authority by the end of day November 17, 2026. The board will then review the comments and suggest revisions if necessary, or approve the allowances as stated.
Fourth Item of Business - Section 8 Shortfall Update
Mrs. Hansen reported that the Section 8 program is projected to be out of shortfall by the end of the calendar year. The Housing Authority had received notification from the HUD Financial Management Center regarding additional HAP funding for October in the amount of $73,934 and November for $37,115. She explained that on the last call with the HUD shortfall team, they had no knowledge of this additional HAP funding and were still projecting us to be in shortfall. It was assumed by the Director that these funds were possibly obligated in preparation for the government shutdown, but we cannot get any further information until HUD employees return to work. She also noted that an error in the reported RNP for end of the month December 2023 was found. This was reconciled forward, so with that in addition to the funding, we should be out of shortfall by January 1st. Mrs. Hansen then reported she had received an email from the shortfall team letting her know our agency is being turned back over to the HUD field office and who will continue working with us going forward. Mrs. Hansen then went on to also explain the Emergency Housing Voucher program will no longer be funded after 2026 so we will have to make updates soon to the HCV administrative plan for the transition of those vouchers to our regular vouchers. She explained being out of shortfall will hopefully alleviate funding concerns regarding this transition when this takes place next year.
Fifth Item of Business - Other Business
Mr. Riddle asked Mrs. Hansen for an update on the progress of PIC error cleanup being done by the program managers. Mrs. Hansen reported that progress is being made, and at one point there were only about 20 errors. Several 50058 forms were found from 2019 that had never have been uploaded to PIC. Those were processed and subsequently created additional errors, which are actively being corrected. She also explained the current reporting rate out of the housing software is now 100%.
No other questions were raised. A motion to adjourn the meeting was made by Ms. Marvidikis, the motion was seconded by Ms. Symchych. The meeting adjourned at 4:38 PM.
