Minutes of Town Board Public Hearing and Regular Meeting Held September 18, 2025 The meetings were held at the Oak City Town Hall in the Conference Room beginning at 7:30 p.m. The following were in attendance: TOWN OFFICIALS OTHERS Mayor Shim Callister Kirt Dutson attended by phone Council Member Dave Steele Joan Finlinson Council Member Jared Rawlinson-Absent DeAnn Steele Council Member Tom Nielson Lambert Dutson Council Member Copeland Anderson Mason Anderson Town Clerk Karen K. Lovell Dot Roberts The Purpose of the Public Hearing was to take public comment on the proposed amendment to the Oak City Town Zoning Map, Ordinance 2025-02. Dave explained that they have some property that they would like to be able to sell a couple of lots on. They would probably be .75 acre lots so they are requesting a rezone from RR-2 one-acre lots to RR-1 .4 acres. Dave presented a map on his computer which showed the area. He explained that there is a water line in the area that they plan on protecting and they plan to put a road in. Eventually they would like to separate other lots into sections for their children. This would be down the road and would require more discussions with the Town as part of a request for an annexation and a subdivision. The Mayor pointed out that there is a small water line that feeds Mason Anderson's trough which would be protected. Lambert asked if the water line in the area was big enough to cover the new area? No, a new larger water line would need to put in and would be paid for by the developer as part of a subdivision agreement. They are having the area surveyed which will help to see how everything would need to be done. Camron pointed out that he has been on the Planning and Zoning Commission when they decided to go with one-acre lots. They thought this would help slow growth and water usage. Tom has been worried about going with smaller lots also due to water and septic tanks issues. The Mayor explained that the issue with smaller lots can be dealt with when the subdivision requirements come in. Joan wondered about where water issues stand, does the Town have enough to do smaller lots? Dave pointed out that there are impact fees paid when applying for a water connection and part of the fees can be for water acquisition. Tom pointed out that the Town has enough water most of the time but water is always an issue. The Mayor stated that the Town had a Culinary Water Master Plan study done that showed how much water the Town had and that study showed the Town would run out of water in about 15 years. Clarke wondered how much growth per year was factored into this? Russ Dewnsup asked if the water line already on Anderson Lane might be extended, rather than upgrading the smaller existing lines on Steele's property. Tom suggested another way to divide the property. Dave felt it might not work too well for the water but it would all be looked at as soon as the survey is completed. The Mayor looked for and found the water study. The Town had 384 ERCs, or equivalent residential connections, at the time of the Study. The projection showed that the ERCs would be exceeded about 2040 at 1% growth. At .49% grown, the total ERCs of the 384 would be exceeded in 2060. With a 1% growth pattern, the water would of course run out faster. Don't know if this ERC number would include the full Dry Creek potential. Kirt asked how many connections the Town had at the time of the study? There were 299. The ERC capacity of the Town's water system is calculated by multiplying total water available, on average, by a factor that should account for bad drought years to give the Town a buffer in water availability so a water system should never be right on the edge of running out. Dave pointed out that he would like to see the smaller lots to keep from having a one-acre lot with a house and lots of weeds. Shawn wondered if the Steele's had only enough acreage for three homes on the three lots, would that cause a water problem? No that would be fine. The Mayor explained that there is a lot of good information in the study and it is available on the Town website when it is back up. Shawn stated that there are overlaps throughout Town. Can something be done about that and can the Town stay away from that in the future? The Mayor pointed that property owners spent some money to get it all resurveyed it could be fixed but many parties aren't even concerned about it until they get a new neighbor that wants to move a fence to fit the survey. Will just need to watch in the future. Preston stated that a surveyor told him that every lot in Oak City is bigger than what it should be. The Mayor stated that the Planning and Zoning Commission is working on a new annexation policy. Maybe property boundary conflicts could be considered in that. The Mayor stated that when the Town went from Ag to RR-2 (one acre), it was done with the idea that parties could look at smaller lots, if desired, on a case-by-case basis. Camron mentioned that he is ok with the two .5 acre lots but hopes the subdivision area they are suggesting will be looked at carefully and fairly. The Mayor noted that currently we only have .4 acre and I acre lots. Dave stated that they are just trying to be upfront with everything and look at the roads and water and not ignore these. There have been places sold that have not fit in the Code but the Town doesn't even know about these sometimes until after the fact. Dave presented his plan as an individual not as a Town Council member. The Mayor adjourned the Public Hearing at 8:46 p.m. The Regular Town Board Regular Meeting began at 8:47 p.m. The same parties were in attendance. The following agenda items were considered: A. Adopt Minutes of Town Board Truth in Taxation Meeting held Thursday August 14, 2025. Copeland moved, seconded by Tom, to adopt the Minutes as written. Roll Call Vote: Mayor Callister-Aye. Copeland-Aye. Dave-Aye. Tom-Aye. Jared-Absent. C. Adopt Minutes of Town Board Regular Meeting held Thursday, August 21, 2025. Dave noticed that some of his corrections had not been made in the Minutes so he gave Karen these corrections at this time. Dave moved, seconded by Copeland, to adopt the Minutes as amended. Roll Call Vote: Mayor Callister--Aye. Dave-Aye. Tom-Aye. Jared-Absent. Copeland-Aye. D. Approve and Adopt Resolution 2025-06, a Resolution to Cancel Oak City Town's Municipal General Election. The Mayor read the Resolution for the public's benefit. Two typos were found. Dave moved, seconded by Copeland, to cancel the Oak City Town Municipal Election by adopting Resolution 2025-06 as amended. Roll Call Vote: Mayor Callister-Aye. Dave-Aye. Tom-Aye. Jared-Absent. Copeland-Aye. E. Discuss and Possibly Adopt the Proposed Ordinance 2025-02, Amendment to the Oak City Town Zoning Map. Tom moved, seconded by Copeland, to adopt Ordinance 2025-02, Amendment to the Oak City Town Zoning Map. Roll Call Vote: Mayor Callister-Aye. Dave-Abstained. Tom-Aye. Jared- Absent. Copeland-Aye. F. Discuss Options for Electronic Meter Reading for Town Utilities. The Mayor contacted three towns about electronic Vision metering and got information from one. Clark Crook, Morgan City, told him that they are using something else for their water meter reading but the Vision Metering could accommodate both water and power meter reading. Clark said their previous Itron system had about a $12,000 annual maintenance fee. It is $600 a month for the maintenance for Vision and their customer service is great. The Mayor thought it would be worth looking into. Brand new meters made in America are $160.00. Can do a trial for 25 meters and they would take care of the gateways. Wid Richie from Vision metering said the gateway needs to be at least 50 ft. off the ground and would go up out to 5 miles at least. The elevation at the water towers is 200 feet higher than the center of town so something there might work. The gateways are $5,000 each and there would be a cost for Wi-Fi. The Mayor felt this would be more in line cost wise for the Town. The Mayor should be hearing from the other two towns soon, Spanish Fork and Manti. UAMPS reported to Dave that the EATON representative didn't feel that their meeting with Oak City Town went very well. Since so many were in attendance, Tom asked Dave to go over why he believes electronic metering is needed. Dave explained that the current power market is pressuring municipalities to have detailed information on power meter outputs and efficiency which would pretty much demand automatic meter reading. Dave felt that it makes sense to incorporate the water meters into this also. The problem is that UAMPs went to about five or six venders and they felt EATON was the best option but they are a little more pricey than hoped and sometimes the new technology doesn't work well or the same as it should. Dave checked into how much power UAMPS said the Town used and how much the Town says it sold and there is about a $27,000 deficit, due to several factors but much of that is meters that don't read correctly, street lights and transmission line loses. Tom felt it would be good to do a power meter assessment and see how many need to be changed out right now. Clarke Christensen mentioned that the water meter needs to be changed out when meter trees go out or there will be problems. Tom said they were. Joan asked if the Town does electronic metering on water, would it read monthly? Yes, during the normal months they are read. J B pointed out that water is a constant running thing power isn't but the Mayor stated the Town Council had that discussion and it is true but the water still has some maintenance costs. The Mayor mentioned that a bid had come back earlier that day for maintenance on the water storage tanks for a little over one million dollars. Shawn asked what Kanosh is doing? Not sure. Shawn suggested checking into current costs now compared to electrical metering. The Mayor went over the Vision Metering information: $7,500 one-time set up and gateways at $5,000 each plus electronic metering for power. Could add water later or a whole different system for water. Dave pointed out that even small Town's are going to end up needing to go with electronic meters due to all the reporting that it going to be expected. Dave stated that Rocky Mountain Power is entering the Electronic Day Ahead Market and subsequently UAMPS is required to implement it and that will force the Town to go with automated meters soon. Clarke pointed out that if the State thinks the Town has excess water, they could give it to others. The Mayor pointed out that the Vision Metering system wouldn't cost so much so the water wouldn't have to go with the power now as the power system could handle the cost on its own. Electronic meters average $100.00 more than mechanical meters. Lambert asked if the Town were to start with the 25, wouldn't that commit the Town to buy in? The Mayor said that they would just take everything, but the meters, back if the Town decided not to join. The meters have a digital readout if we don't want them electronically read. Kirt stated that he felt it would be good to go with the electronic now rather than going two or three years in the future and be forced to do it. Cameron wondered if it wouldn't be better to go with Rocky Mountain Power? Dave said no Rocky Mountain Power would be more expensive. Camron felt not to complicate the power system until have to. Tom doesn't want to go with the electronic water meters yet but Dave and the Mayor were feeling to go with the Vision plan trial, for the power, and go from there. Dave will contact Morgan City and get more details on the electronic power meters. The Mayor will forward information from the other two cities to the council members when he receives it. Dave went through EATON's system general charges and how that becomes so much more than the Vision system. Dave stated that the auto power meters would catch a power outage immediately instead of having to wait until someone reports it. They can also shut off the electronic power meters and can shut off all but a small stream on the water electronic meters. G. Public Comment. There was no public comment. H. Monthly Financial Report. The Financial Report was Read and Approved by Board Action. The delinquent list amount jumped up. No notices were sent out. Dave brought up an issue with the Towns current policy of having subdivisions where the builder puts in power and pays for that power, but as people build on that line, the Town can't connect them until the new lot owners pay a portion of the installation cost back to the developer. Dave felt this should be looked at and revised or discontinued. The Council agreed. The Oak City Days budget was messed up due to the t-shirt costs going so deep in the hole, $1,800. The t-shirt budget last year was a positive $10,000. The Mayor told Linda Payne that before placing any orders this fall, she should talk to him to see what changes can be made. There were quite a few activities that didn't do as well as last year. The Mayor would like to see the shirts be printed with Oak City designs instead of a generic print. May be good to pull some of the leftovers that are currently at the Heart and Soul store, back to the Town so can sell them next year at Oak City Days. The volleyball went in the hole. Could charge a fee to play next year. Tom suggested having someone do the t-shirts themselves instead of the town doing them. There is no charge for the 5 K run. Should probably charge $5 or so to pay for shirts that are given to each participant. Those shirts cost $1,300. I. Departmental Reports. Copeland Anderson. No report. The Mayor stated that the air conditioning system is working well. Jared Rawlinson. Not in attendance and had left no report. Tom Nielson. Ben Nielson, Oak City Town Public Works Specialist, and Tom are going to work on a water leak in front of Broughs tomorrow. The Mayor said he and Ben are waiting for Pat Bendall to come do the SCADA stuff. Have not had to turn on the Well since the first and only time. Dave Steele. Outages: 08-22 7:50 a.m. Brief system outage. System inspection discovered a fuse on a branch line to Clyde Stevens. No apparent cause. Called Dixie Power to replace fuse. Restored at 10:07 a.m. Three customers affected. 08-24 7:48 p.m. Brief System outage. Attributed to thunderstorms in Nephi. 08-26 12:30 a.m. Brief system outage. Initially attributed to thunderstorms near Nephi, but got a call at 7:50 a.m. from Lisa Chamberlain. Found a dead animal lodged between the transformer and pole. Called Dixie Power to remove the animal and replace the fuse. They also installed bushing guards and cable insulation tubing to prevent future occurrences. 08-27 3:40 p.m., approximate. No apparent cause, but some storms were in the area. On 09-01, Jamie Christensen called at 3:39 p.m. about a power outage. She had been gone since 08-27 and power was confirmed to have been off since then. A large bird nest was located between the transformer and the pole, so the initial outage was attributed to this. Dixie Power was called to removed the nest and also determined the transformer needed to be replaced which they proceeded to do. Power was restored at 8:00 p.m. Operations and Actions: 1. 08-25 Dixie Power installed one new pole and transformer to accommodate the new service at 330 N. Main. Also replaced an adjacent pole to elevate the main distribution feed line. They also delivered poles to be installed later at other locations. 2. 09-01 Meter Reader reports meter at 190 N. 100 E. (Stewart Rowley) is not working. Replaced meter. 3. 09-15 Dixie Power replaced lift poles at 240 N. 100 W. and 70 N. 100 W. 4. Met individually with residents in the cul-de-sac at 40 E. 200 N. to explain upcoming project by Dixie Power to replace the underground lines and service transformers. The Project involves trenching and periodic outages. The project is expected to commence during the last week of September and will affect 8 customers. 5. On the July 2025 UAMPS billing, Oak City had net energy delivery of 393,232 KWH. Total cost/KWH was $0.7805. The total bill was $30,691.44. Purchase price was below required operating margin, so no Power Cost Adjustment was ordered for the August billing. Meetings Attended: 09-09 Met at Town Hall with a representative from Eaton about their AMI proposal. Mayor Callister and Ben Nielson also attended. 09-15 Attended the IPA Board of Directors Meeting online. 09-17 Attended UAMPS Monthly Project and Board Meetings online. There is another project, a solar farm off the freeway before Parowan, which the Town has a small part in. Need to approve a resolution to pass the power sales contract on this. Can discuss this at the October Town Board Meeting but Dave will be at a UAMPS meeting that night. Could do a special meeting. Decided on October 2 at 7:30 at the Hall. J. Miscellaneous. Mayor Callister. Had Micklane Farmer, from Jones and DeMille, come and do a road assessment program, Vialytics run by AI, a couple of weeks ago. They came and reported what they determined on it. There were three sections of road they suggested needed re-asphalting and others they are recommending chip sealing. They gave an idea of costs of this currently but it would need to be updated next year. Could try for a Community Impact Board (CIB) loan or grant. After getting an idea of what the roads need, need to do a transportation plan and then could apply for grants. Will discontinue IWorks for the water department since Vialytics can be used. Updated the road surface Class C Road Funds with the Utah Department of Transportation (UDOT). K. Adjournment.
