Cannonville Town Council Meeting Minutes
OCTOBER 2025
Cannonvillle town held their regular Monthly Board Meeting Wednesday, October 15, 2025, in the town Hall. The meeting began at 7:00pm.
Public in Attendance: Pete Jensen, Cherie Scoffield, Ramon Morreale, Erik McDonald, Sally & Blair Smith, Anita Fletcher, Sherrel Ott, Suzie & John Bell, Arjean Ivie, Mark Nelson, Roy Suggett,

Reading and Approval of Agenda: The agenda was read and adopted. Motion by Stewart Ivie, 2nd by John Morreale, all were in favor.
Reading and Approval of minutes: September 17, 2025, town council minutes were reviewed and approved, Motion to approve was by Melanie Ott, 2nd by Stewart Ivie, all were in favor.
Mayor's Items
-Mayor Scoffield indicated that today the 15th of October the Kimball & Roberts Accounting Firm had conducted their annual audit. Only a couple of minor disconnects, massive improvements from a year ago.
-The annual Fraud and Risk questionnaire was then reviewed, acknowledged, signed by the Town Council Members, and submitted to the State Auditor as required.
-Mayor Scoffield noted that the primary November ballots were in the mailboxes and that the Garfield county Ballot Box will be outside the post office on Mondays until election day November 4th, 2025.
-Additionally, he indicated the 2nd annual giant pumpkin contest will be held Saturday, October 25th at the town park at 9am.
-Triple R Trucking from Glendale, UT, Mr. Shan Thompson, was thanked for their generous bus stop donations. These have been mounted on Main Street and Red Rock Drive. Additionally, Mayor Scoffield thanked Bryce Vallely Builders and the John Belll Construction Company for finalizing the install, securing the legs, and mounting a new seat.
-Mayor Scoffield outlined the 'Volunteer for Good' program recently introduced in the County by Utah's Lt Governor for engaging the youth in meaningful service, recording their thoughts about service, and annotating their hours. Discussion ensued about asking the youth to participate in Cannonville community projects.
-John Morreale continued his proposal for raising the water installation fee to $4500. Additional discussion about impact fees and the state will be necessary before proceeding. Discussion was tabled, again.
Public Comment:
-America250 progress and the local quilts were briefly discussed. No action taken at this time.
Departmental Reports:
Planning: Mr. Pete Jensen indicated the suggested changes to the zoning ordinance had been made and it was ready for the 2nd legal review. He'd also reviewed the Geo & Teresa Thompson house paperwork, and that it would be presented for approval to the full planning committee in the November mtg, to be held November 19th at 5pm.
Water: Mayor Scoffield indicated that two hours before the meeting he had received the FA+R Development Company water request email for their project south of Cannonville in the 'Ledges' area east of Henrieville creek. Mayor Scoffield took a few minutes to summarize what they were asking for, indicating they will be needing about 17 million gallons annually. Additionally, some upgrade options were discussed, including a second well, tank and piping infrastructure, estimated to be between $3.5-4 million. A second well and tank would be a huge benefit for the Town of Cannonville and its residents. He noted they can dig their own well but as Mr. Stewart Ivie noted it will be from the same aquifer. Mr. Roy Suggett asked about aquifer water levels, sustainability, and effects of the drought. Mr. Alma Fletcher indicated, from his forty years of experience drilling wells and working in the area, the health of the aquifer was fine. He also indicated getting permission for their own well from the State of Utah would be a more involved and expensive process than working with Town of Cannonville. Mr. Blair Smith asked about septic and sewer. It was indicated it would be septic because there is no sewer system currently available.
Mr. Alma Fletcher then reported the work had begun on insulating the spring house.
Fire: Nothing New; sprayed again for weeds.
Roads: Three more signs to be installed, as soonest.
Parks: Floors are being painted and new steps in front of the stage are ready for cement.
