Heber City Corporation NOTICE OF PUBLIC HEARING Planning Commission NOTICE IS HEREBY GIVEN that on the 28th day of October 2025 at the hour of 6:00 p.m. of said day in the Council Chambers of Heber City, 75 North Main Street Heber City, Utah the Planning Commission will hold and conduct a Public Hearing to consider: Adoption of the Water Conservation Element of the General Plan Summary of proposed amendment: As required by Utah State Code, Heber City is proposing the adoption of a Water Conservation Element of the General Plan, which provides a basis of water use, water budget, and policy recommendations to guide water conservation and use of water in development. Springs at Coyote Ridge Phase 5 MDA, located at 1646 N Hwy 40. Summary of proposed amendment: Amended Master Development Agreement to expand the Springs at Coyote Ridge project onto the Marelko Property, including 10 Town Homes and 32,400 square feet of commercial between two buildings. An MDA Amendment (Second) for North Village Views, located at 3390 North and Highway 40 Summary of proposed amendment: The applicant would like to amend the Master Development Agreement to request variances from the North Village Overlay Zone (NVOZ) in order to develop their project in accordance with their site plan. The Variances requested are the following: a. Block length and perimeter vary from Section 18.21.040 of the Zone provisions such that distances are adjusted in accordance with the Site Plan. b. Alley loaded garages varying from Section 18.21.030 of the Zone provisions such that townhomes constructed on the property will not be required to be alley loaded but may instead by front loaded. c. Townhome requirements vary from Section 18.21.030 of the Zone provisions such that the front-line property coverage, front build to zone, building variations, transparency per story, number of buildings per unit may all be adjusted as reasonably necessary to meet the design set forth in the Site Plan; d. The lengths, distances and necessary infrastructure to cross the drainage ditch area are hereby approved in accordance with the Site Plan. If the Public is unable to attend, the Public Hearing comments can be emailed to PCPublic@heberut.gov. All comments will be read aloud during the open comment portion of the Public Hearing and will be included as part of the permanent public records for this meeting.
