The State of Utah DHHS and Local Public Health Governance Committee Meeting Approve Minutes: October 6th, 2025 Grant Title Executive Committee Review Description Childhood Lead Poisoning and Prevention Program Period: 9/30/24 to 9/29/26 Application Due: 4/14/25 $415,311 Grant Status: Approved, returning for a final budget update The EH Exec Committee met on 3/27/2025 and favorably recommended this grant as approved. Yr5 NOA arrived late, on 9-2-2025, with a reduction of $10,956. Amounts for LHD contracts as approved in April of 2025 for the original application and budget have not changed. DHHS program has absorbed the decrease in personnel funding. EHEC unanimously voted to accept the new budget and a recommendation of approval to Governance. Rules Review/Discussion: Rule # Rule Name Topic R380-50 LHD Funding Formula Language modifications to the rule. R386-703 Injury Reporting Rule Amendment needed to change the blood lead reference level from 5.0 g/dL to 3.5 g/dL. This would be the only change to the rule. EHEC unanimously voted to accept the amendment and a recommendation of approval to Governance. The rule change is forthcoming. Other Agenda Items: Other Agenda Topic Discussion Includes Notes Exempt Grants (These grants have been labeled as exempt during the past two weeks): Grant Name Application Due Description BJA FY25 Harold Rogers Prescription Drug Monitoring Program 10/27/2025 This funding opportunity seeks to enhance the capacity of regulatory and law enforcement agencies and public health officials to collect and analyze controlled substance prescription data and other scheduled chemical products through a centralized database administered by an authorized agency. Rape Prevention and Education Supplemental Funding FY26 11/10/2025 The purpose of the Centers for Disease Control and Prevention's (CDC) Rape Prevention and Education (RPE) program is the primary prevention of sexual violence or 'stopping violence it before it occurs.' RPE was established by the Violence Against Women Act (VAWA) of 1994. Aids Drug Assistance Program (ADAP) IPHS Exec reviewed the AIDS Drug Assistance Program (ADAP) application and has determined that this grant is exempt? Next Governance Meeting: November 3rd, 2025
