Town of Goshen Council Goshen Town Hall September 9, 2025 Town Council Meeting 7:00 PM A. Pledge of Allegiance- JC Reynolds B. Prayer - Steven Staheli C. Disclosures- N/A D. Public Input/ Reports, Non agenda items (limited to three minutes)- Sergeant Dutson gave the monthly stats for August dispatch, noted about the safety community fair happening on October 1st at the Goshen Elementary School. Steven said the trail is complete but need the signs working. Porshe Hansen commented that the trail has increased safety and it is a positive thing here in Goshen. *Agenda Items were arranged* 2. Fire Purchase Agreement between Goshen Town and North Summit- North Summit is building a fire department and Goshen is going to sell the Old Fire engine to them for $5000.00. Alisha motions, JC seconds, all in favor, Jonathan absent. 1. Approval of Minutes- August 12, 2025- JC motions, Randy seconds, all in favor, Jonathan absent. 3. Resolution 09012025- A resolution of the Town of Goshen appointing a chief administration office and records officer(s) in compliance with the GDPA (gov. data privacy act)- Steven explained the town has to meet some requirements and the resolutiom is to appoint officers. Steven and Randy have already watched the video. Steven will be the Administration and Rachel and Magen will be the officers. 4. Fee Schedule Updates- a few things such as, meter installments rose in price (due to cost), added notations to fee schedule to reflect pricing subject to change due to cost of materials etc. Raised signage pricing to reflect cost, defines Cemetery meanings (non resident definition- is currently NOT living in Goshen or has resided within the past 3 years), Disinterment fees, taking out resetting and removing headstones (we do not have the equipment to do this), removed the verbiage (the town shall buy back plots at the same value etc, we cant). Senior rental pricing for NON residents was raised to $125.00 (was $75.00). Snack shack rental deposit was raised from $100 to $200. Events with alcohol raised to $10,000.00 (was $500.00) added verbiage to reflect that a permit is subject to all court and attorney fees associated with the event. Removed from garbage pickup section verbiage that says sewer, we don't have sewer. Added verbiage to the Dumpster container services, and took away verbiage for equipment use (emergency services only for rentals). Added pricing and raised pricing for equipment rental fees, removed the verbiage from surplus water sales ($5.00 per 1000 gal after the first 1000 gal). Alisha motions, Randy seconds all in favor, Jonathan absent. 5. Council Updates- Wade Garner- little family history about himself, his grandfather joined scout troops in 1916. Wades son who is on the boy scouts would like to preserve the old mil. Wade would like to advocate something special where the legion hall is. Create and preserve that corner with court yard or whatever that is, decided he pitches in $500 now and if council and community approves he will pitch in another $500 towards this project. Mentioned to start a committee save the old bricks what can be saved. Steven noted plan A- preserve what they can, tear it down, and then go to plan B. A few years ago to restore it would be $400,000 to get the legion hall up and running but that didn't guarantee the legion hall would be 100%. Alisha loves the idea, and mentioned how the council has always said they would support a committee as long as the citizens how up to do it. JC and Randy both in are favor of the idea as well. Steven noted two people from council can steer it. F. Adjournment to work session-Randy motions, Alisha seconds, all in favor, Jonathan absent.
