- NOTICE OF REQUEST FOR PROPOSALS (RFP) Installation of handrails, grab bars, tub-to-shower conversions, toilet installations, and other similar modifications. R6 Regional Council 82 East 600 North, Richfield, Utah 84701 Phone: (435) 893-0700 Notice is hereby given. The R6 Regional Council is soliciting proposals from qualified General Contractors, Plumbers, and Handyman to provide installation of handrails, grab bars, tub-to-shower conversions, installation of toilets, and other similar modifications under the Aging-in- Place Program. The purpose of this RFP is to establish a pool of qualified contractors who can deliver Installation of handrails, grab bars, tub-to-shower conversions, toilet installations, and other similar modification services for older adults residing in Juab, Millard, Piute, Sanpete, Sevier, and Wayne counties. Selected contractors will enter into a service agreement with the R6 Regional Council. They will be eligible to receive project assignments based on their evaluation score, performance history, project capacity, and ability to meet required timelines. Proposal Requirements Interested contractors must submit proposals that include the following: Hourly labor and material rates for services; Travel cost estimates for each participating county; Proof of current Utah Contractor's License; Certificate of Insurance with minimum coverage of $1,000,000 per occurrence and $3,000,000 aggregate; Proof of registration with SAM.gov and a valid DUNS number. All work is subject to R6 Regional Council quality control inspection and must comply with the Utah Uniform Building Code and all applicable state and federal program standards. Contractors must maintain client confidentiality and are prohibited from soliciting or recommending additional services to agency clients. Submission Deadline Proposals must be submitted by 5:00 pm on October 27, 2025. Evaluation and Contractor Pool Selection Proposals will be evaluated using the R6 Regional Council Contractor Score Card. Evaluation factors include: Lowest cost for replacement, repair, and travel by county; Section 3 preference (minority, women, or veteran-owned businesses); Prior performance, reliability, and documentation compliance; Capacity to complete projects within required timelines. Contractors achieving qualifying scores will be placed in the R6 Regional Council Approved Contractor Pool. Project assignments will be issued from this pool and prioritized based on score ranking, current workload, completion timelines, and overall capacity to take on new projects. R6 Regional Council reserves the right to adjust contractor priorities or remove contractors from the pool based on performance, availability, or failure to meet program or quality standards.
