PANGUITCH CITY COUNCIL MINUTES PANGUITCH CITY OFFICE CONFERENCE ROOM, 25 S 200 E PANGUITCH, UTAH 84759 AUGUST 26, 2025, 5:30 PM Those present at the City Council meeting were Mayor Kim Soper, City Manager Mat Houston, City Recorder Tyrissa Howell, City Treasurer Carla Farnsworth, City Attorney Barry Huntington, and Council Members Paul Dastrup, Tracy Wright, Cindy Stewart, Mike Sarles, and David Dodds. Others present were Kaden Figgins, Hallie Pollock, Durrell Darr, Trevor Frandsen, Holly Frandsen, Joslyn Frandsen, Eric Woodbury, Laura Woodbury, Cherri Frandsen, Brady Frandsen, Bobby Owens and Colleen Owens. The meeting was called to order at 5:30 p.m. OPENING CEREMONY City Manager Mat Houston conducted the opening ceremony. ADOPTION OF THE AGENDA Tracy Wright moved, seconded by Paul Dastrup, to adopt the agenda. The motion passed with all in favor. APPROVAL OF THE MINUTES Cindy Stewart moved, seconded by Mike Sarles, to approve the minutes as corrected. The motion passed with all in favor. BUDGET UPDATE/PAYMENT APPROVAL Paul Dastrup moved, seconded by Tracy Wright, to approve the budget update and payments. The motion passed with all in favor. BOBCAT MOUNTAIN BIKING TEAM Cindy Stewart moved, seconded by Mike Sarles, to donate $3000 to the Bobcat Racing Team. The motion passed with all in favor. 2025 PANGUITCH CITY PRIMARY MUNICIPAL ELECTION CANVASS The 2025 Panguitch City Primary Municipal Elections had a 42.59% voter turnout with 474 ballots received and 862 votes cast. The top four candidates will move on to the general election. Garrett Wolfley received 119 votes at 13.81% James Walter Kinsey received 166 votes at 19.26%. Lori Talbot received 184 votes at 21.35%. Bobby Owens received 145 votes at 16.82%. Harshad P. Desai received 16 votes at 1.86 %. David Dodds received 232 votes at 26.91%. Mike Sarles moved, seconded by Cindy Stewart, to approve the 2025 Primary Election Canvass/ The motion passed with all in favor. ORDINANCE 2025-4 ACCESSORY DWELLING UNITS Tracy Wright moved, seconded by Paul Dastrup, to approve Ordinance 2025-4 Accessory Dwelling Units. The motion passed with all in favor. BUSINESS LICENSE - WELLNESS & HEALING COUNSELING, LLC Tracy Wright moved, seconded by Mike Sarles, to approve the business license for Wellness and Healing Counseling, LLC. The motion passed with all in favor. PLANNING AND ZONING MEMBERS Cindy Stewart moved, seconded by Tracy Wright, to accept Ashlee Milby as a new Planning and Zoning member. The motion passed with all in favor. DEPARTMENT REPORTS Landfill - The BLM stated that they are making the landfill expansion a top priority. A NEPA study will be required, along with mitigation. BIC Building - Teracon came to perform soil testing on the BIC building. UDOT - After UDOT's traffic study, they felt the 4-way stop doesn't meet the criteria for a stoplight. The council discussed ways to calm traffic for public safety. September 11 Day of Service - Panguitch High School students will hold a day of service on September 11th. They have asked Panguitch City for project ideas. Industrial Road - Zach Knight will be doing some road work on the Industrial Park Road. Library Board - The Library Board asked if there could be something done to help the WIFI reach the front of the building. They also asked for the trees along the parking on the south side of the building to be trimmed. Halloween Carnival - The Halloween Carnival will be on October 31st. Christmas - The Panguitch Prevention Coalition's Christmas Family Night will be Monday, December 1st, at 5:30 PM. Secondary Water - The secondary water is off for the season. Cameron Motel - The owners of the Cameron Motel would like to meet with the Mayor to discuss possible solutions for the property.
