1. CALL TO ORDER
Ms. Christensen welcomed those in attendance to the Sandy Suburban Improvement District Board Meeting. The meeting was called to order at 5:32 p.m.
2. PUBLIC HEARING/CEREMONIES/PRESENTATION/PUBLIC COMMENTS
A. ORGANIZATIONAL AND SUCCESSION PLAN - DARREN ANDERSEN
Mr. Andersen reported on the organizational flow chart and succession plan that has been made a part hereof and included herein. This report included the duty transitions as several employees prepare for retirement. The board will take the plan under advisement and further discussions about it will be held at future meetings.
B. UPDATE REGARDING NEW PROFESSIONAL STAFF - COREY HUDSON
Mr. Hudson gave an update on the two new employees, Joe Beall and Jake Metz. They have pulled an average of 80-100 manholes a day as well as some jackhammering and flushing. They are currently studying for their Commercial Drivers Licenses
Mr. Hudson reported on the pesticide and root control foam that the District was testing out. The foam is not staying on long enough to kill the roots so the line crew will be looking at another option that will have more longevity.
3. BUSINESS
A. CONSIDERATION OF RESOLUTION NO. 25-08-21-01
A RESOLUTION OF THE SANDY SUBURBAN IMPROVEMENT DISTRICT ADOPTING A RESIDENTIAL SEWER LATERAL ASSISTANCE PROGRAM AND POLICY
A motion was made by Katie Bradshaw, seconded by Scott Harrington and passed unanimously to adopt a residential sewer lateral assistance program and policy.
Renee P. Christensen voted yes.
Scott Harrington voted yes.
Katie Bradshaw voted yes.
B. CONSIDERATION OF RESOLUTION NO. 25-08-21-02
A RESOLUTION OF THE SANDY SUBURBAN IMPROVEMENT DISTRICT APPROVING THE DISTRICT'S UPDATED ORGANIZATIONAL CHART AND TRANSISTION PLAN
A motion was made by Renee P. Christensen, seconded by Katie Bradshaw and passed unanimously to table this resolution for a future meeting.
Renee P. Christensen voted yes.
Scott Harrington voted yes.
Katie Bradshaw voted yes.
4. DISCUSSION AND/OR ACTION PLANS
A. DISCUSSION REGARDING RV DUMP STATIONS
The board discussed the possibility of installing an RV dump at the district office. This was discussed when the building was being constructed and it was deemed that it would be too expensive to maintain and that the district office is too close to the treatment plant for it to viable. The board asked the administration to reassess these claims and give a report at a future meeting.
5. ADMINISTRATION REPORT
Mr. Cowdell reported that, because of the lateral program, there are now fewer call-outs in the off-hours.
Accessibility options have now been added to the district website.
The administration has upgraded the security system with new cameras installed. All digital infrastructure, including email, phone and Caselle have now been uploaded to the cloud. This will result in greater online security for the district.
6. CONSENT ITEMS
A. APPROVAL OF JUNE AND JULY 2025 MINUTES
A motion was made by Katie Bradshaw, seconded by Scott Harrington, and passed unanimously to approve the minutes of June and July 2025.
B. BILLS
A motion was made by Katie Bradshaw, seconded by Scott Harrington, and passed unanimously to ratify the bills for June and July 2025.
7. OTHER BUSINESS
There will be no September board meeting.
8. NOTICE OF FUTURE PUBLIC MEETINGS
The next meeting will be held on Thursday, October 9th at 5:30 p.m.
9. ADJOURNMENT
There being no other business to come before the Trustees, Ms. Christensen motioned to adjourn at 6:36 p.m.
