NOTICE OF PUBLIC HEARING
CITY OF MONTICELLO
BOTANICAL, CULTURAL, RECREATIONAL, ZOOLOGICAL
ORGANIZATIONS OR FACILITIES TAX (ZAP TAX) DISCUSSION
Notice is hereby given that the Monticello City Council will hold a Public Hearing in conjunction with the regularly scheduled City Council meeting on Tuesday, October 28, 2025, to receive comments regarding the status and renewal of the Monticello ZAP (Zoo, Arts, and Parks) Tax. The hearing will begin at 7:00 p.m. at the Hideout Community Center, 648 S Hideout Way, Monticello, Utah 84535.
The Monticello ZAP Tax was established by public vote in 2007 to fund the replacement of the City swimming pool and has since been used to pay the annual debt service. The tax was scheduled for renewal in 2017; however, it was not placed on the ballot at that time. In 2023, at the request of the State, the City adopted a resolution to renew the ZAP Tax. Under Utah State direction, it was not placed on the ballot that year.
In September 2025, the State notified the City that the ZAP Tax must appear on a ballot for renewal. Because the City missed the deadline to include it on the current election ballot, the existing ZAP Tax will expire in January 2026 unless renewed by voter approval. The City intends to pursue renewal, by voter approval, during a future election.
Taxpayers who wish to request information or back payment of sales tax must contact the Utah State Tax Commission. Instructions and links will be available through the City Office and on the City website.
The public is invited to attend and participate in the hearing. In accordance with the Americans with Disabilities Act, anyone needing special accommodations to attend this hearing may contact the City Office at (435) 587-2271 at least three (3) days prior to the meeting.

Monticello City Council holds meetings on the 2nd and 4th Tuesdays of each month, unless otherwise posted, at the Hideout Community Center, 648 S Main, beginning promptly at 7:00 p.m. In accordance with the Americans with Disabilities Act, anyone needing special accommodations to attend a meeting may contact the City Office, 587-2271, at least three working days prior to the meeting. City Council may adjourn to closed session by majority vote, pursuant to Utah Code Section 52-4-4 & 5.
