4. Administer Oath to Kirk McQuivey: Amanda Lake swore in Kirk McQuivey as our new Council Member.

7. Public Comments: No Comments
8. Approval allowing Mack and Julie Huntington a free rental for the Community Center for volunteering at the Cemetery this summer: Amanda Lake explains that Julie called with this request and states that the Huntington's have done a lot of work this summer at the Cemetery.

9. Water Connection for Margene Luke at approximately 310 West SR-29: The Council decided to table is item due to them needing to get the Special Service Districts approval first as the property is not in city limits.

10. Approve Business License for Amanda and Kaitlynn Lake- Sage and Twine online Boutique: Amanda Lake explains that her and her daughter-in-law will be doing an online boutique together.

11. Approve Business License for Jordan Hussey- JH Haul-A-Way Dump Trailer Rental: Seth Manning explains that Jordan has turned in the appropriate paperwork for the license.

12. Approve Business License for Meran Kay- MKAY Properties Sort Term Rental: There was discussion on this item with concerns of whether or not they had everything finished. Seth Manning states that everything is done except the kitchen needs a sink, and that a kitchen is not required for a short-term rental.

13. Ratify .
- Reimburse Dani Tuttle for map printing in the amount of $9.50: This was for maps for Emery County Sanitation.

- Cemetery Survey Updates to Cemetery Maps in amount of $5,544.00: Amanda Lake explains that this was not included in the budget and had not been updated in 4-5 years. This amount encompasses the 4-5 years' worth of updates. The Council agrees that this needs to be done yearly to stay on top of the cost.

14. Approve Resolution 2025-12- A Resolution Adopting the Emery County Emergency Operations Plan as the Official Emergency Operations Plan for Orangeville City: Amanda Lake explains that the County writes the Emergency Operations Plan for the whole County and the City's adopt it as their plan. This has been adopted in the past, but the County has updated the plan and has asked the city to adopt it and sign and return.

15. Staff Reports:
Seth Manning: Seth gives updates on various inspections and property inquiries.
Travis Richards: Travis discusses a water break they had in the Cemetery. He states that it has been fixed. He states that they have a lot of forms ready to go for cement if we get anymore.
Dani Tuttle: Dani discusses that we are able to get an Amazon Prime account free through the state and will get that going. She also explains that on Wednesday she heard something hit the window in the office and seen today that the window was cracked. This will be addressed and will get estimates to get this fixed.
Amanda Lake: Amanda reminds the Council that the new Pickleball Courts ribbon cutting is Saturday, September 20th. Amanda also states that the Service District might be raising their rates, which means that we will have to raise ours. The city typically raises the water rates by 2% every year. Amanda also explains that she was contacted by a pre-med student wanting to hold a free health clinic for the city. There was concern about liability, so Amanda will find out that information and verify.
16. Council Reports:
Tracy Addley: ISO Fire people came today and the insurance will stay the same. He did mention that the Fire Departments record keeping needs to improve
Kari Alton: Kari states that YCC went around and did 'You've Been Booed' to some citizens of Orangeville to promote interactions in the Community.
Kirk McQuivey: Kirk had no report, but Mayor Bell welcomed him to City Council and went over his responsibilities.
Kevin Butler: Kevin states that the himself, Amanda Lake and Dani Tuttle attended the groundbreaking of Valor Atomics at the San Rafael Research Center. Kevin explains that there will be potential for high-paying jobs and economic growth in the community in hopes of manufacturing these test reactors. This is supposed to be operational by July 4, 2026. Mayor Bell expressed the idea of annexing them into the city.
17. Mayor's Report: Mayor Bell states that we have received the new snow plow. Mayor Bell also states that it might be a possibility of needing to adjusting the City's general fee schedule to compensate for budget shortfalls. Mayor Bell also states that Andy Thompson has given his 2 weeks' notice. Mayor Bell discussed the possibility of keeping Richard Miles on as a part-time basis for additional help when needed. Mayor also mentions that Joe Valley Fest is coming up on October 2nd at the park and are looking for community projects.
