Present at said meeting were: Mayor- Shaun Bell, Council Members- Tracy Addley, Kari Alton, Kevin Butler, City Recorder- Amanda Lake, Treasurer- Dani Tuttle, Zoning Admin.- Seth Manning, Maintenance- Travis Richards
Visitors: Kathy Addley, Lana McQuivey, Kirk McQuivey, Kris Bell, Misty Madsen, Randall Stilson, Pauline Stilson.
PUBLIC HEARING
1. Introduction by Mayor Bell
2. Open Public Hearing Meeting:
Motion: Kevin Butler Second: Tracy Addley
Motion passed with 3 affirmative votes.
3. Accept Public Comments- No Comments
4. Mid-year Council Vacancy Interviews: Interviews were conducted for our two candidates Kirk McQuivey and Misty Madsen. The same questions were given to both candidates. Both candidates were asked to introduce themselves. Kirk introduces himself, mentioning his 39 years in Orangeville, his retirement, and his involvement in various community activities. Misty introduces herself, mentioning her 43 years in Orangeville, her family and her involvement in many community activities. Kirk highlights his previous experience on the city council, his enjoyment of serving the community, and his family background. Misty discusses her goals for the short time before the next regular session, including learning, growing, and getting involved in city affairs. Kirk shares his plans to contribute by bringing different ideas to the table, emphasizing the importance of collaboration and consensus among city council members. Both candidates discuss the need for city council members to be seen actively participating in community activities and improving the city. Kirk emphasizes his previous experience on the city council and his involvement in various community projects, such as the trail project. Misty highlights her diverse experience in various fields, including nursing, managing, and running a restaurant, and her ability to handle different situations. Both candidates emphasize the importance of being knowledgeable about city policies and procedures to make informed decisions and address community issues effectively.
5. Mid-year Council Vacancy Voting: A roll call vote is conducted, with votes for Misty and Kirk being recorded. The vote results in the appointment of Kirk McQuivey as the new city council member.

Motion passed with 3 affirmative votes.
6. Discuss Resolution 2025-12- A Resolution Adopting the Emery County Emergency Operations Plan as the Official Emergency Operations Plan for Orangeville City: Amanda Lake explains that this is the new and revised Plan that the County puts out for emergencies. Orangeville City has adopted this plan as their own Emergency Operations Plan to follow in the past years for emergencies and Natural Disasters. The Council agrees with the plan. This will be voted on in the regular session.
