Wellington City Council Minutes Meeting held September 24, 2025 at Wellington City Hall Located at 150 West Main Street, Wellington, Utah at 6:00 P.M. Present: Mayor Jack Clark, Councilmember Bill Juber, Councilmember Bryan Thayn, Councilmember Barney Zauss Absent: Councilmember Kyle Monson, Councilmember Kathy Hascal City Staff: Rebecca Evans, George Anderson Attendees: Taryn Powell, Jennifer Clark, Randy Thayn, Barbara Clendennen Agenda Item #1 Pledge of Allegiance, Roll Call, and Approval of Prior Meeting Minutes At 6:00 pm, Mayor Clark opened the meeting stating that everyone was present except Councilmember Hascall and Councilmember Monson. Motion: Councilmember Zauss made a motion to approve the meeting minutes from September 03, 2025. Councilmember Thayn seconded the motion; followed by Councilmember Juber, Councilmember Hascall and Councilmember Monson. Agenda Item #2 Public Comment Period Agenda Item #3 Randy Thayn - Property Lease Proposal Randy Thayn presented a proposal to lease unused city property south of his land and east of the road to the city pond for agricultural purposes, such as pasture or alfalfa. He explained the property would require rock and greasewood removal, irrigation installation, and fencing, estimating significant costs for fencing. Thayn suggested a 20-year lease in which his investment in improvements would offset lease payments and noted that permanent improvements would remain with the city at the end of the lease. The council questioned whether the property might be needed for future city plans around the pond and agreed to table the discussion until the next meeting so Thayn can provide detailed cost estimates and input can be obtained from Councilmember Monson regarding any future plans for the property. Motion: Agenda Item #4 Lead and Copper Division of Drinking Water Grant Board Meeting Wyatt Hansen reported that Wellington City has been awarded approximately $1.7 million in grant funding to replace lead and copper service lines from the main to residences. He noted about 250 unknown service lines in the city that will need research and emphasized that the grant covers 100% of project costs, including construction, administration, and landscaping restoration. Councilman Thayn discussed the importance of maintaining clear communication with homeowners throughout the project. A funding meeting is scheduled for October 1, at which the council will formally accept the funds, with subsequent council action required; the project will prioritize replacing lines to the meter first and then, as funds allow, lines from the meter to houses for willing homeowners. Motion: Agenda Item #5 City Sanitation Rate Increase The council discussed a proposed 15-cent sanitation rate increase and whether to absorb the cost or pass it on to residents. Members expressed reluctance to raise rates at this time, and it was then clarified that the added expense would be paid from the sanitation fund rather than the general budget. A motion was made and approved to maintain current rates and have the city absorb the increase. Motion: Councilmember Zauss made a motion to maintain current rates for this increase. Councilmember Thayn seconded the motion; followed by Councilmember Juber. Agenda Item #6 FY 2025-2026 Budget Review The council reviewed the Fiscal Year 2025-2026 budget documents provided in their packets and asked questions about specific line items, including police vehicle equipment. Rebecca noted the budget must be approved by October 8, with a public hearing to be held prior to approval, and will ensure absent council members receive the budget documents. The budget will be voted on at the October 8 meeting. There were questions on whether the line for the Police Department Vehicles had been removed. It was confirmed that the line had been removed. Motion: Agenda Item #7 Councilmember Reports Councilman Zauss reported on the recent community service day, noting that six people participated in painting work. A First coat was completed on most areas, with some second-coat work done, and additional painting is still needed. A follow-up painting session was scheduled for Monday, September 29 at 10:00 a.m., and the event will be posted on the city webpage to recruit volunteers. Councilman Thayn reported on a meeting about a new infrastructure management system called Vialytics, which would track and update information about roads, signs, and other infrastructure to assist with planning and budgeting for maintenance. He explained the system could also track water meters and valves, generate work orders, and provide cost estimates for maintenance projects. While no immediate decision was made, the council recognized the potential value of the system. Councilman Thayn also mentioned an upcoming Community Development Block Grant opportunity that could support revitalization projects and suggested developing a Main Street revitalization plan to help businesses access grant funding. No specific actions were determined at this time, but the information was shared for future consideration. Finally, the council discussed moving conference tables from the mobile building. Fire Chief George Anderson agreed to coordinate with fire department members to assist in moving the tables to the old school area/library. Motion: Agenda Item #8 Unfinished Business Motion: Agenda Item #9 Possible Closed Session to Discuss the Character, Professional Competence, or Physical or Mental Health of an Individual. Motion: Adjourn Motion: Councilmember Thayn made a motion to adjourn. Councilmember Juber seconded the motion; followed by Councilmember Zauss. Meeting adjourned at 6:44pm Next meeting will be October 8, 2025, at 6:00 P.M. at the Wellington City Hall.
