The following are minutes from the Town Council Meeting held on September 10, 2025. Started: 7:00 pm Present: Council Members: Mayor Darren Fox, LaRee Stephenson, Tamara Dallin, David Wood, Phil Whatcott Staff; Caralee Wood, Rod Dastrup Visitors: Thane Hillstad, Mike Bleazard, Jason Christensen, Ted Bennett, Bryant & Clara Stevens, Charles Tolley. 1. Pledge: LaRee Stephenson Prayer: Darren Fox 2. Approval of August 13,2025 Town Council Meeting Minutes LaRee Stephenson motioned to accept the minutes for the Holden Town Council Meeting held August 13,2025, David Wood seconded. Roll was called, LaRee Stephenson- yes, Tamara Dallin-yes, David Wood - yes, Phil Whatcott- Absent (late), Mayor Fox-yes 3. Payment of payroll/reimbursements and bills a. The bills/payroll/reimbursement invoices dated August 14, 2025-September 10,2025 were given to the council before the meeting for review. Tamara Dallin motioned to pay bills/payroll/reimbursement invoices August 14, 2025-September 10,2025, LaRee Stephenson seconded. Roll was called; , LaRee Stephenson- yes, Tamara Dallin-yes, David Wood - yes, Phil Whatcott- yes, Mayor Fox-yes Voting was unanimous Petitions, Remonstrance and Communications 4. Planning and Land Use- Ted Bennet No new permits were issued. All past permits are all on schedule. Question was asked regarding the appointment at Augusts town council meeting appointing Charles Tolley to the planning committee, does the town need to know or vote on the appointment? Ted Bennet said that the Mayor appoints those on the committee every 2-3 years, no vote is necessary. 5. Report of Officers a. - Roads & Landfill *Crack Seal- It has been two years since the roads have been crack sealed. There are funds set aside for roads to do it this year. Bid requests will be sent out in October to seal the roads in December. *Street Ordinance- In the town's general plan that is being drafted the council would like to update the street ordinance that is part of the past general plan. Sec. 6 Easement & Right of Way. *Sign Replacement- There are a few faded street signs and one that has fallen over that are in need of replacement. Councilwoman Dallin is looking into pricing and where to acquire new signs. It was noted that the Gunnison Prison could be an option for having the signs made at a lower cost. The idea of adding the town logo to the signs was mentioned by an audience member. *In November the fire department will burn the limb pit at the landfill, after which a new construction pit will be dug. *Have Mason machinery come and do a maintenance service on the backhoe; it is at approximately 50 hours use time since having the engine re-built. *Public works has purchased a trail camera to install at the landfill. b. Parks, Recreation and CERT - Town Welcome sign- S.F. Creative Sign and Design would cost approximately $2300.00. MHC Sign & Design out of Payson could do a 4'X10' aluminum front with heavy backing, used for the high school's baseball field signs. An audience member said to check with the BLM to see who they use to make their signs. *Public Works asked for input on changing the color of the town hall when it is repainted. They will get color samples to councilwoman Stephenson for a decision. C..David Wood - Electric *AMI Meters- Eaton has sent an agreement to the town for the AMI electric meters, including cost. There are funds in the electric PTIF to fund the cost of the project and to cover the cost of the interface for the water meters. The water department will pay back the electric department over time. The project will include new electrical meters for each current electric meter, the interface for the water meters and the cloud service for recording the readings. No payment will be made until the equipment -meters, are delivered to the town. The meters are wifi based and will talk to a gateway sent to the service provider. The meters will be able to read the harmonics and voltage regulation, as well as the usage. Meters can also be turned off remotely in the event of an emergency or nonpayment, the town won't need to have Dixie Power do it. Councilman Wood will meet with other small towns using these meters to collaborate on the best use of the system for Holden Town. *Questions from the audience or council members-- ? Will public works be tasked with putting the new meters in? No, Dixie Power will remove the old meters and put the new ones in. It should be a quick process with no power needing to be turned off. ? What is the cost? The town will be able to purchase each meter at $195.00 (normally $340.00ea) due to being part of a buying group with other cities and towns through UAMPS. The total cost is $207,257.16, which includes the electric meters, water meter interface, voltage, outage notification, notifications to citizens, interface to the website, readings will be uploaded to the towns current billing program, any changes made now or in the future. The meters have a 10 year battery life expectancy. The town will also purchase ten extra meters to have in inventory. The electric department has the funds set aside to fund the project. The need to have accurate and more frequent readings is forthcoming. If we were to wait, the meters could cost the town more money, in the coming years. EDAM is going to start requiring that the town have 110% use of peak usage available. The electrical industry is moving to time of day costs. The town does not want to go there but may be forced to in the future. Having better and more frequent readings will allow the town to better predict our electricity needs. Councilman Wood would like to draft an electric meter ordinance, relating to the AMI meters for the protection of resident and town rights. The town will only be reading usage totals. There is an interface that customers will be able to access, enabling them to check on their own usage and to know their peak usage times. Benefits of the new meters; Same day readings each month, accurate reads (no human error), able to get reading from inaccessible locations- (locked gate, unfriendly animals, location, etc), in the event of a power outage the town can see which property power is out, David Wood motioned to accept the proposal from Eaton to purchase AMI Meters, and provide services at a cost of $207,257.16. Roll was called, LaRee Stephenson- yes, Tamara Dallin-yes, David Wood - yes, Phil Whatcott- yes, Mayor Fox-yes Voting was unanimous. d.Phil Whatcott -Fire Department *The water truck purchased by the fire department has been delivered and is being worked on to prepare it for fire service. Items include but not limited to are new tires, emergency lights, a passenger seat, inspections and repair of mechanical issues, painting and logos. So far it is on budget. *The fire department received a check for $6,300.00 for assistance at the gap fire. The department gets to keep all revenue from a fire when we use our own trucks. Water *Lead & Copper survey- 30 residents were randomly chosen by the State to have their water pipes on the customer side of the meter checked for lead and copper. The report seems to have come back favorably with no problems. The last part of the project is to get the report submitted. Sunrise Engineering, hired by the state, has been handling the paperwork and reports. There will be funding available in the event a homeowner has to update their water pipes. *The towns water quality reports came back in good standing, no issues. *Well drilling timeline-The environmental report should be completed in approximately three weeks. High Plains will be contacted to see if they are available to drill the test well at the new location. The new drilling will also fall under the ECWAG grant. The town has received signed agreements from the landowners (1/2 acre each) to access their property for the test well and the purchase of such property if the test well is a success. e. Mayor Darren Fox * Canceled election resolution- Read and signed Resolution 2025-1 Resolution canceling November 4, 2025, Municipal General Election and declaring each unopposed candidate elected to office. Matthew Stephens-Office of Mayor, Michael Bleazard & David Wood office of Council. Darren Fox motioned to pass resolution 2025-1, canceling November 4, 2025 General Municipal election, Phil Whatcott seconded. Roll was called, LaRee Stephenson- yes, Tamara Dallin-yes, David Wood - yes, Phil Whatcott- yes, Mayor Fox-yes Voting was unanimous. 7.New Business * Sena Wave internet would like to put fiber in town. The mayor would like to check on the agreement made with Centra Com before making a decision. The question was asked if the wires would be place on the existing electrical poles or run underground. The Mayor was not sure, no specifics were included in the email. 6. Outstanding Business **Closed Meeting Darren Fox motioned to close the public meeting and move to a closed meeting at 8:15 to discuss a real estate matter, with well site property, Phil Whatcott seconded.
