Cleveland Town Council Meeting Pending Minutes September 11, 2025 The regular meeting of the Cleveland Town council was held at the Public Safety Building located at 130 W Main in Cleveland, Utah, on Thursday, September 11, 2025 at 7:00 pm. In attendance were: Kristen Vose, Mayor Shawna Horrocks, Whitney Guymon. Absent: Chance Thompson. Clerk Nancy Livingston. Public Attendance: Commissioner Keven Jensen Called to order at 7:04 pm. Pledge led by Mayor Horrocks. Minutes: Kristen Vose made a motion to approve August meeting minutes. Seconded by Mayor Horrocks. All were in favor, motion passed. Public Comments/Questions: There is potential funding through transit tax money to help with O'Ville projects. Would like to see O'Ville Pioneer Village connected to Pioneer Museum in Castle Dale with signage. Need to go to travel board and start there to get process going. Item #1 Interview/Discuss/Approve/Deny new council member from applicants. No applicants showed up. Motion will be made to table till next month at end of meeting if no one comes in by end of meeting. Item #2 Swear in new council member. Wait till next month, motion will be made to table till next month at end of meeting if no one shows. Item #3 Discuss/Approve/Deny Resolution for cancelling the Nov. 4, 2025 election. Clerk, Nancy Livingston, explained that since there is exactly one candidate per open seat in the election, Cleveland Town can cancel the election and declare the candidates elected with a resolution. Motion to accept the Resolution for cancelling the Nov. 4, 2025 election was made by Whitney Guymon. Second by Mayor Horrocks. Roll call vote: Whitney Guymon-yes, Kristen Vose-yes, Mayor Horrocks-yes. All were in the affirmative, motion passed. Item #4 Discuss/Approve/Deny Fire Department to spend $5,336.27 on equipment purchases and be reimbursed by the Emery County Fire Special Service District. Assistant Fire Chief explained that the fire department is able to purchase equipment for the fire engines up to $5,601. We must purchase first then bill for the Emery Fire District to receive reimbursement for those purchases. Motion to approve purchase by Mayor Shawna Horrocks, with a second by Kristen Vose. Roll Call Vote: Whitney Guymon-yes, Kristen Vose-yes, Mayor Horrocks-yes. All in the affirmative, motion passed. Item #5 Discuss/Approve/Deny letters for non-compliance and updates with ongoing compliance issues. Clerk informed council of letters sent out as certified. Received tab from certified letter to Rayne Jensen who is the representative Frank L. Jensen Estate. Mayor stated she would reach out to lawyer that handled case. Sent certified letter to Zac Jensen & Savannah Eley about their dogs being out and harassing neighbors. Have not received confirmation of letter being picked up yet. Explanation of situation on 300 East with Jensen's dogs. Shed issue on 300 West, person picked up letter and came into town office and said he would turn it horizontal and that would work. He was going to call people who move sheds to schedule time to move it. Item #6 Discuss/Approve/Deny bills and city financials for payment. Motion to pay the bills and city financials was made by Whitney Guymon. Second by Kristen Vose. Roll Call Vote: Whitney Guymon-yes, Kristen Vose-yes, Mayor Horrocks-yes. All were in the affirmative, motion passed. Item #7: Council Reports. Chance Thompson: (LEPC): not in attendance. Shawna Horrocks: (CVSSD, EMS): EMS meeting supposed to send invoice to pay our share of county cost. CVSSD gave gutter projects and drains to be cleaned. Look into ordering speed signs. Kristen Vose(PZ): For Planning and Zoning Annette Jensen did not come to meeting. Commission continued with the work meeting on writing ordinance for recreational vehicle court. Planning and Zoning Commission want to get the ordinance clearly defined. Also reminded that people who have a post office box in Cleveland are eligible for resident grave fee. Whitney Guymon (YC): wants to do one last advertisement for shirt sale. Nothing for youth council. Motion to table Action Items #1 and #2 till next month by Kristen Vose. Second by Mayor Shawna Horrocks. All were in favor, motion passed. Item #8 Adjourn Meeting Whitney Guymon made a motion to adjourn the meeting. Second by Kristen Vose.
