August 4, 2025, at 5:00 pm
The Panguitch Planning and Zoning meeting was held at the Panguitch City Office at 25 S 200 E. Those in attendance were City Manager Mat Houston, City Recorder Tyrissa Howell, Committee Chair Chad Veater, and committee members Jon Torgerson, Clarence Herron, Garrett Wolfley, and Tracy Wright.
Others in attendance were Kaden Figgins.
Adoption of the Agenda
Jon Torgerson moved, seconded by Clarence Herron, to adopt the agenda. The motion passed with all in favor.
Approval of the Minutes
Tracy Wright moved, seconded by Jon Torgerson, to approve the minutes. The motion passed with all in favor.
PUBLIC HEARING
Committee Chair Chad Veater moved the meeting into a public hearing.
Ordinance 2025-4 Accessory Dwelling Unit
After discussing the ADU ordinance draft, the committee believed that the Millcreek ADU requirements don't align with Panguitch City's needs. The committee asked Kaden Figgins to write a new ADU ordinance from scratch instead of using Millcreek's ordinance.
Ordinance 2025-3 Short Term Rental Amendment
The STR ordinance section 5.2 number 3 will be revised to specify that lodging or accommodation developments in commercial zoning districts with more than five units shall not be classified as STRs but instead be regulated as hotels, motels, cabins, etc.
In section 9.4, wording was updated: fencing shall be required around the perimeter of the STR. The committee discussed changing the wording from 'perimeter' to 'sides and rear of the property' because of the costs associated with fencing large lots around the entire perimeter.
Committee chair Chad Veater moved the meeting out of the public hearing at 5:53 PM.
Ordinance 2025-4 Accessory Dwelling Unit
Jon Torgerson moved, seconded by Garrett Wolfley, to table the ADU Ordinance for modification. The motion passed with all in favor.
Ordinance 2025-3 Short Term Rental Amendment
Jon Torgerson moved, seconded by Clarence Herron, to change the wording in the STR ordinance to require privacy fencing on the side and rear of the property.
Adjournment
Garrett Wolfley moved to adjourn at 6:15 pm.
