Bluff Water Works Special Service District Meeting Minutes for Aug 13, 2025 Called meeting to order: 7:07 In attendance: Marx Powell, Steve Simpson, Amer Tumeh, Jennifer Davila Absent: Mike Yearous, Brandt Hart, Audience: LuAnne Hook, Erin Nelson, Linda Sosa, Jackie Warren Approval of minutes: Simpson: motions to approve the minutes with changes Tumeh seconds Passes unanimously Community Input: Warren: Thanked the BWW for being persistent about getting information presented when we had the water outage. Hook: Rural water wants to increase the state fee for water? She was curious as to what that was about. Powell let her know that we would address that later in the agenda. Hook also asked if Powell could get together with Jack Chase at St Christopher's and help with getting water testing set up since they are now going to have to become a utility. Powell explained the tests that we do each month and mentioned that it is tricky because of the overnight aspect with the mail, they are often fairly expensive as well. St Christopher's will have to get with the state to get a number set up and figure out the chain of custody etc. Powell said he was willing to work with him on it. Culinary Water: We had another tank issue last week. Powell tested the water when it was back up to make sure that we didn't have any contamination, there was none. We reported the outage with the state. There was another sensor that went out. When asked how we could predict these outages, it was explained that these sensors are like light bulbs in the sense that you are never sure when they will fail. We have added two more levels of notification to help catch level problems in the tanks so that we can have a faster response and avoid any pressure issues. There are a lot of tests that have to be run to determine which sensors go out. The chain of custody that has been put in place got tested and seemed to work well. Unfinished Business: Water Meter Applications: Meter Report: No new meters State tax increase on rural water use The state of Utah is imposing a $.03 per 1000 gallon fee, there is also an additional fee of $7 per meter/month that the state also wants to collect. Bluff will not benefit from these fee because we are an enterprise fund. Powell is proposing that BWW join with Rural Water to oppose these fees. Tumeh motions that BWW join with Rural Water to oppose the proposed fees on water usage. Simpson seconds the motion Passes unanimously Review the proposed web page for BWW Erin Nelson will work with Davila to get the web site established as a .gov site. Nelson thinks the state provides free resources to get the site set up. Bills to Pay: See Treasures Report Simpson motions to pay the bills as presented Tumeh seconds Passes unanimously Other: Powell discussed some of the repercussions of the Town of Bluff selling the Bar Well. He mentioned that the water rights that are on the Bar Well are associated with the town as a group water right. If the Bar Well gets sold, the water rights will need to be disconnected before it is sold and the well would probably need to be capped and closed as well, it could not be used as a diversion point. Powell also feels that the Bar Well is one of the best producing wells in Bluff. The problem with this well is that it is not cased deep enough and we get contamination when we draw on it. He feels that it would be a good well to keep as an emergency back up well that would need to be recased to put it back into use.
