Amalga Town Council will hold a public hearing followed by the monthly town council meeting Wednesday September 10, 2025 at 7:00 o at the Amalga town hall 6590 N 2400 W AMALGA, UTAH Agenda as follows: 1. Welcome / Pledge of allegiance. Given By: 2. Roll call Dave Wood Mayor, Paul Hansen Council Member, Mark Cowley Council Member, Colette Dursteler Council Member, Shantrell Ritter Clerk, Ken Allsop, Charlie Erickson, Ed Dursteler 3. Approve Minutes of August 13th, 2025, meeting a. Motion to Approve Colette Dursteler b. 2nd Dave Lee 4. Vote on Proposed Accessory apartment Ordinance by Howard Kunz. a. Colette Dursteler: Utah league of Cities and towns Talks about the missing middle how cities are responsible for Affordable housing. Why Accesory Dwelling units? It helps single family income it helps family stay together eventually as a town we will be required moderate housing. Feels like this is needed and we should consider it b. Mark Cowley: If we were to pass this would existing structures be grandfathered in? Dave Lee: read the ordinance as written. I would think though before the county issued an occupancy permit they would have to inspect it. c. Dave Lee: I don't think we can look at this as a solution for low-cost housing. We need to listen to people. d. Colette: e. Dave wood: This has been going on a long time. Planning and zoning voted it down. And they advised us to vote down. It is our responsibility to listen to them. We need to do more study on this. f. Dave Lee: Not against it but wondering if it's the right time now. Our responsibility is to make sure things are safe. g. Paul Hansen: In agreement with the previous comments But we still need to consider the safety issues. Doesn't think there is enough rules to cover us. i. For: Colette Dursteler ii. Against: Mark Cowley, Dave Lee, Paul Hansen, Dave Wood 5. Vote on Proposed Accessory Farm workers housing Ordinance by Sid Munk a. Dave Lee: A lot of people when they came to the public hearing said what if. What if it does not apply. What I like about this is it has a very narrow definition. b. Dave Wood: We have a mobile home ordinance already. I think approval this will open it up to problems I think it is too soon to open this up. c. Colette Dursteler: Is opposite of Dave Lee's opinion. Concerned about the safety of the building. Dave Lee: The county must come out and do a building permit. Are we changing this to accommodate someone who has already done what they want already? I don't think that is fair. d. Paul Hansen: Maybe this would be intriguing to me if it was opened up to any worker. e. Mark Cowley: River haven LLC part of the S&S Munk farms. Dave Lee: It is hard to tell by looking at the map. f. Ken Allsop: Discussions that have come up among the council and the Public don't make sense. Because instead of bringing in more mobile homes they are improving their property. Thinking this will help more people than just Munks. g. Mark Cowley: I have come to the public hearings, and I have not heard there is a lot of support for this. i. For: Dave Lee ii. Against: Colette Dursteler, MarkCowley, Paul Hansen, Dave Wood 6. Sheriff Report- Not in attendance and have not received this months report 7. Charlie Erickson discuss annexation. a. Same plan. b. Dave Wood:Have you talked to the county about this? Not yet Have you talked to UDOT, Rocky Mountain Power. Mark Cowley We would have to talk to engineering. To find out about the water line. c. Paul: I have drove by the one in Lewiston and it looks nice. Answer: We want it to look nice with a store front. d. Dave Lee: This presents several questions for Planning and zoning. If you are purchasing and selling those lots they will have to be 2 acres. Charlie: Would that be per business or per lot? Dave Lee: That would be per lot and then there would have to be public street. Charlie: Our plan is to put in the roads and then give them to the city or it could be made into a HOA. I wish it was in closer to the town. e. Colette Dursteler: if these went in would this be beneficial on a tax base? Not sure. f. Charlie: The thing about this is that . g. Ed Dursteler: I will be buying one of these if these come available, Because there is nothing here in the valley for my construction company. h. Dave Lee: Can we get the water down there. Mark Cowley: My concern is the south line and how much water would be used? i. Mark Cowley: Will be talking to our engineers in regards to the water. j. Mayor: How will this benefit Amalga with taxes? Charlie will talk to Lewiston and find out the revenue they are getting 8. Amalga town road projects review. Patches from bridge to top of hill. Proposed 46,8000.00 a. Would we be able to piggyback rumble strips on this for approaching the stop sign. Ground into the road? Dave wood will talk to Parsons to see how much. b. Motion to approve $46,800 Paul Hansen c. 2nd Dave Lee 9. Resolution 25-1to Cancel general elections for Amalga November 4th, 2025. a. Motion to approve: Dave Lee b. 2nd Colette Dursteler 10. Discuss switching to Starlink for town hall a. Motion to Approve Mark Cowley b. 2nd Paul Hansen. 11. Council reports: a. Paul Hansen, Ed Dursteler has us on his schedule. After this week the bathrooms can be locked up. Had sprinklers fixed and gave UGS a scheduled checkup by Bernard's landscaping. Need to fix a bench. Youth Council is in charge of Trunk or treat and they need to start thinking about Christmas and getting it planned, Colette could you touch base with them. Probably want to go back to the parade at Christmas. Town Cleanup will be doing it with the church Dave Wood will be getting bags and treats. b. Colette Dursteler, Utah Outdoor Recreation Grant it's to early to apply next year and too late for this year. We are all signed up. c. Mark Cowley, Got the testing done that needed to be done for this year won't need these testing for another 4-6 years. We are all in compliance. d. Dave Lee, Planning and zoning Application for a shed. Violation to the Falslev property. Still waiting on the Subdivision ordinance that they are revising. Sent pictures to the Army Corps of Engineers in regard to the property. It is already on their radar. Right now, we are dealing with them because they haven't been properly subdivided. 12. Mayor's report: a. Aaron Wood and Nate Noyes for Planning and zoning i. Motion to approve: Dave lee ii. 2nd Colette Dursteler. b. Done with mosquito Spraying. Road project with COGG will be turned in in October. c. We need to make a motion to not accept any more water hookups until we get the new water impact fee done. i. Motion to not approve more water hookups until new water impact fee has been reported to the council: Dave Lee ii. 2nd Colette Dursteler 13. Pay the bills a. Motion to Approve 56708.51 Dave Lee b. 2nd Mark Cowley 14. Items for October Council Meeting a. Charlie Erickson Annexation b. October tour of the pumphouse 6:45 or 15 minutes before meeting c.
