Planning and Zoning Approved Minutes for September 3, 2025
The Planning commission met on Wednesday, September 3, 2025 at the public safety building located at 130 W. Main in Cleveland, Utah at 7:00 pm. Those present were commission members: Tyler Rowley, Nancy Livingston, Chairman Lowell Gardner, Logan Ellis, and Dylan Horrocks. Council Member Kristen Vose
Public attendees: none
The Meeting was called to order by Lowell Gardner at 7:03 pm.
Minutes: Logan Ellis made a motion to approve the minutes for Aug 6, 2025. A second was made by Tyler Rowley. All were in favor, motion passed.
Public Comments: None
Item #1: Discuss/Approve/Deny Annette Jensen wants to do a business of individual motel units on her main street property. She will need zoning clearance for building the units.
Logan Ellis made a motion to amend agenda to move Item #1 to Item #2 since Annette Jensen had not arrived yet. Dylan Horrocks seconded. All were in favor, motion passed.
Work Meeting
Item #2: Discussion/development/approval/denial of developing ordinances for individual motel units and recreational vehicle courts to give clarity and specifics in the Town ordinances.
Cleveland Town does not have much in their ordinance so it needs to be update. Pursuant to Utah Code the lot size needs to be an acre and have commercial zoning. State requires hotels and motels to have garbage standards, with entrances and exits. Commission needs to add language to include cabins, tents, and recreational vehicle courts. Looked at Huntington, Green River, Ferron, Orangeville, and Elmo ordinances. There were some similarities with them all. Found parts in each that commission would like in town ordinance. After much discussion and going through other town's ordinances it was decided to take parts of other town's ordinances and put into our own ordinance. Commission wants to make the ordinance very clear and well defined for everyone. Commission will continue working on this ordinance at October's meeting.
Item #3: Adjourn Meeting: Tyler Rowley made a motion to adjourn. Dylan Horrocks seconded. All were in favor, meeting was adjourned at 8:04 pm.
