- Notice is hereby given The Mayor and City Council of Helper City, A Municipal Corporation, will hold a regular meeting On the 2nd day of October 2025 at the Council Chambers 19 South Main, Helper, Utah. The meeting shall begin at 6:00 pm. Agenda 1- Call to order. 2- Pledge of Allegiance. 3- Roll call. 4- Public Comment. 5- Approval of the minutes from the September 4, 2025 council meeting. 6- Discussion and possible appointment of a new member to the Helper City Library Board. 7- Discussion and possible appointment of new Helper City Planning & Zoning member. 8- Public Hearing to receive community input on Helper City Code 18.90.090 in regard to rooster allowance. 9- Discussion and possible approval of amending Helper City Code 18.90.090 through Ordinance 2025-04, an ordinance amending rooster allowance. 10- Discussion and possible approval of waiving business license/fee for nonprofit organization Op3n Wat3rs. 11- Discussion and possible approval of street closure on Ivy Street Oct. 18th from 5 p.m. to 10 p.m. 12- Discussion and possible approval of an Interlocal Agreement with Carbon Metro Drug Task Force. 13- Discussion and possible approval of fertilizer quote from IFA. 14- Discussion and possible approval of vendor selection for All Wheels Skate Park design and community engagement. Reports only from Council Members and Department Heads. Closed session. Adjournment
