Description/Agenda
Notice is hereby given that the Blanding City Council will hold a Public Hearing on [insert date in October] at [insert time] in the Blanding City Council Chambers, [insert address], to receive public comment regarding a proposed ordinance establishing a temporary land use regulation (moratorium) on new applications for development within the Mobile Home Park (MH) Zone.
The purpose of this moratorium is to provide the City time to review and update its zoning standards for mobile home developments. Updated standards are expected to be in place by February 2026, ensuring clarity for future applicants while avoiding unnecessary delay to development.
During the moratorium period, the City will consider updates to address:
Fences: standards for height, placement, and materials.
Maintenance standards: long-term upkeep of common areas and infrastructure.
Alignment with HUD definitions: clear distinctions between mobile, manufactured, and modular homes.
Safety: emergency access, fire separation, and utility connections.
Site plan & layout standards: internal circulation, parking, drainage, and open space.
Space & density standards: minimum lot/space sizes, setbacks, and separation.
Design basics without cost spikes: skirting, roof pitch options, and perimeter treatments that protect neighborhood character without creating barriers to affordability.
All interested persons are invited to attend and provide input. Written comments may also be submitted to the City Recorder at [recorder email] prior to the hearing.
