Wellington City Council Minutes Meeting held September 03, 2025 at Wellington City Hall Located at 150 West Main Street, Wellington, Utah at 4:00 P.M. Present: Mayor Jack Clark, Councilmember Bill Juber, Councilmember Kathy Hascall, Councilmember Bryan Thayn, Councilmember Barney Zauss Absent: Councilmember Kathy Hascall City Staff: Tom Kosmack, Kevin Saccomano, Lane Neese Attendees: Aiden Mortensen Agenda Item #1 Pledge of Allegiance, Roll Call, and Approval of Prior Meeting Minutes At 4:00 pm, Mayor Clark opened the meeting stating that everyone was present except Councilmember Hascall. Motion: Agenda Item #2 Public Comment Period Agenda Item #3 Police Department On Call Time The Council met to review how the Police Department handles on-call coverage and overtime compensation. Staff explained that Wellington currently operates with three full-time officers plus limited reserve support. Under the baseline schedule, the three officers can cover about 120 of the 168 weekly hours required for full coverage, leaving roughly 48 hours per week (96 hours per two-week pay period) to be filled with overtime or reserve assistance. Reserve officers cover some of these hours, and the County Sheriff's Office currently provides early-morning coverage, which absorbs 56 hours per pay period at no cost to the City. Even with these supports, each officer averages approximately 25-32 hours of overtime per pay period. Officers emphasized that their 'on-call' time is not passive but restricted active duty. They must remain within immediate response range and cannot freely travel. Creating a workload and legal status more akin to active duty than traditional on-call status. They noted there is no Utah state mandate for municipal councils on this matter but cited Fair Labor Standards Act (FLSA) definitions. Councilmembers and staff agreed to examine the City's policy and potential amendments to clarify expectations and ensure coverage and compensation align with law and City needs. Motion: Agenda Item #13 Unfinished Business Motion: Agenda Item #14 Possible Closed Session to Discuss the Character, Professional Competence, or Physical or Mental Health of an Individual. Motion: Adjourn Motion: Councilmember Monson made a motion to adjourn. Councilmember Zauss seconded the motion; followed by Councilmember Thayn, and Councilmember Juber. Meeting adjourned at 5:17pm Next meeting will be September 10, 2025, at 6:00 P.M. at the Wellington City Hall.
