REQUEST FOR PROPOSALS ANNUAL AUDITING SERVICES
Scope of Work
The Housing Authority of Utah County (HAUC) is inviting proposals from independent public accounting firms to perform an audit of the HAUC's various programs including three component units for fiscal years ending December 31, 2025, 2026, 2027, and include an option of two, 1-year extensions.
Audit Standards and Requirements
- The audit shall be conducted in accordance with Generally Accepted Auditing Standards (GAAS), as issued by the American Institute of Certified Public Accountants (AICPA), and the Government Auditing Standards (Yellow Book), issued by the Comptroller General of the United States.
- The audit and financial statements shall comply with the Single Audit Act Amendments of 1996 and the requirements of 2 CFR Part 200, Subpart F - Audit Requirements (Uniform Guidance), which supersedes OMB Circulars A-133 and A-128.
- All financial reporting shall be prepared in accordance with the Governmental Accounting Standards Board (GASB) pronouncements, including GASB Statement No. 34, Basic Financial Statements-and Management's Discussion and Analysis-for State and Local Governments, and any subsequent applicable GASB standards.
- The audit shall also comply with all U.S. Department of Housing and Urban Development (HUD) requirements, including the HUD Consolidated Audit Guide for Audits of HUD Programs and the Public and Indian Housing (PIH) Compliance Supplement, as incorporated into the annual OMB Compliance Supplement.

1. Three hard copies of their Proposal which addresses the Proposal requirements described in the Scope of Work section. Proposals may be submitted by person, U.S. mail, or currier service to Maylene Peck Accounting Manager, Housing Authority of Utah County, 485 N Freedom Blvd, Provo, UT 84601.
2. Or email one copy of the Proposal in portable document format (pdf) as an attachment to mpeck@housinguc.org.
Proposals will be accepted until 5:00 pm (MDT), Thursday, October 2, 2025.
