SALT LAKE CITY CORPORATION SALT LAKE CITY COUNCIL NOTICE OF PUBLIC HEARING NOTICE IS HEREBY GIVENT THAT Salt Lake City is accepting public comments on the City's proposed Substantial Amendment to the following U.S. Department of Housing and Urban Development (HUD) program Allocation Plan: HOME Investment Partnerships Program - American Rescue Plan (HOME-ARP) Allocation Plan Through the American Rescue Plan Act (ARPA), Salt Lake City was notified on April 28, 2021, about a one-time, supplemental allocation of U.S. Housing and Urban Development (HUD), HOME Investment Partnerships Program (HOME-ARP) funds in the amount of $3,533,195. In April 2024, Council allocated HOME-ARP rental assistance funds through the City's annual HUD funding application process. HUD later clarified that case management is not eligible under HOME-ARP Tenant Based Rental Assistance (TBRA), leaving three funded agencies unable to fully cover this critical service. The Substantial Amendment to the Allocation Plan proposes moving $230,306.00 from TBRA to Supportive Services, which would make case management services eligible utilizing the HOME-ARP awarded funding. Public Hearing: During this public comment period, the Salt Lake City Council will hold a public hearing on October 7th, 2025, at 7:00 P.M. This Public Hearing will be available in person at the Sorenson Unity Center, 1383 South 900 West, Black Box Theater Room, Salt Lake City, Utah. Prior to giving final approval of the Substantial Amendment of the HOME-ARP Allocation Plan, the Salt Lake City Council will consider and review all public comments, as well as recommendations provided by Mayor Erin Mendenhall. All persons interested and present will be given an opportunity to be heard on this matter. This meeting will be held in person only.
