Hooper Water Improvement District WDC Utility Improvement- 300N, Cold Springs PART 1 SECTION 1.1 - INVITATION TO BID INVITATION TO BID Sealed Bids for the construction of the WDC Utility Improvement- 300N, Cold Springs will be received by Hooper Water Improvement District at the District office, 5555 W 5500 S, Hooper, UT 84315, until 2:00 PM local time on Wednesday, 10/15/2025, at which time the Bids received will be publicly opened and read aloud. The Project consists of: 300N, Cold Springs Road Utility Improvements: The two Schedule Project will award to one bidder. Sch A: Hooper Water Improvement District 16' HDPE Culinary Waterline of 3200LF. Sch B: Davis Weber Canal Company 30' HDPE Secondary Waterline of 3500LF. The project shall be governed by the contract documents. The successful bidder will be responsible for meeting all bonding, traffic control, encroachment permit, other requirements imposed by UDOT and/or Davis County and/or West Point City at no additional cost to OWNER. Bid security shall be furnished in accordance with the Instructions to Bidders. The contracts will be awarded, if they are to be awarded based on this solicitation, to the responsive, responsible bidder (please refer specifically to Article 3 in Section 1.2) submitting the lowest bid. The District reserves the right to reject any or all bids. PDF copies of the Bidding Documents may be obtained after 10/1/2025, free of charge, by sending a request to Rporter@gecivil.com. A Mandatory pre-bid conference will be held on Monday, October 06, 2025. The meeting will convene at 10:00 AM at the HWID District Office and conclude with a site drive-through. Attendance at the pre-bid conference is Mandatory. In accordance with Utah Code 63G-6a-112(2)(b)(iii) this Invitation is posted on the District's website.
