Town of Mantua Council Meeting Minutes August 21, 2025 Location: Town Hall, 409 North Main, Mantua, Utah Council Members Present: Mayor Terry Nelson, Karen Nelson, Ken Jones, Matt Jeppsen Absent: Jared Jeppsen - Sherita Schaefer - Recorder Audience Present for Town Council Meeting: Will Hodgins, Ted Layne, Tyler Pugsley, Marcus Abel, Tamera Thurson, Eric Thurson, Darla Jones, Tamera Williams, Annette Ash, Don Ruhl, Becca Gordin, Dakota Midkiff, Dan Camp, Tammi Jeppesen The meeting was opened by Mayor Terry Nelson, with the invocation by Mayor Terry Nelson. Pledge of Allegiance - led by Mayor Terry Nelson, followed by all in attendance. Town Council Meeting minutes held on July 17, 2025. (Approved, vote: 5-0) Consideration to Pay the Bills: Matt Jeppsen made a motion to approve the bills; Karen Nelson seconded. Yes votes: Mayor Terry Nelson, Matt Jeppsen, Karen Nelson, Ken Jones No votes: None Abstained: None Absent: Jared Jeppsen MOTION PASSED Public Comment: Dave Ornelas discussed crack seal repairs on local streets, specifically mentioning Lakeview Drive. He indicated that addressing these maintenance needs could reduce future repair costs. Presentations: None Discussion and Action Items: EMS Service Letter - Will Hodgins Fire Chief Will Hodgins and Dan Camp shared updates about changes in emergency medical services (EMS) licensure managed by the Bureau of Emergency Medical Services (BEMS). Brigham City has informed nearby areas about the cancellation of its EMS contract, which will end in April 2026. The Attorney General's office indicated that Brigham City EMS might still be obligated to the current contract, which lasts until August 2027. Police Department Training and Competency - Dakota Midkiff Police Chief Dakota Midkiff addressed concerns about officer training, highlighting that state law mandates 40 hours of training each year. Last year, the department achieved 529 training hours across five officers, focusing on crucial skills like spike strip usage and de-escalation. Business License - Eric Thueson Eric Thueson applied for a business license for an accessory dwelling unit (ADU) in his basement, confirming that all safety inspections have been completed satisfactorily. He is aware of the town's water and sewer fee regulations and understands the additional charges for the new tenant. Matt Jeppsen made a motion to approve the business license for Eric Thueson for an Accessory Dwelling Apartment; Ken Jones seconded. Yes votes: Mayor Terry Nelson, Matt Jeppsen, Karen Nelson, Ken Jones No votes: None Abstained: None Absent: Jared Jeppsen MOTION PASSED Ted Layne Ted Layne requested a refund of his $2,000 construction deposit for his property at 382 East Fish Hatchery Rd. Ted Layne states that he coordinated in person with the former public works director regarding the refund, who indicated that if the road and sidewalk were not damaged, a refund could be possible. Town council members confirmed that deposits must be requested within two years of obtaining a certificate of occupancy, and Ted Layne's request is beyond this timeframe, leading to the denial of his refund. Maple Springs Park Karen Nelson discussed the Maple Springs Park project. The proposed improvements include installing playground equipment, resurfacing asphalt, adding parking spaces, and erecting a noise suppression fence near the tennis courts. The total estimated cost is $37,000, all of which will be covered by grant money. Matt Jeppsen made a motion to approve the $37,000.00 to approve the proposed expenses for Maple Springs Park; Ken Jones seconded. This funding will enhance the park with new equipment, such as a Gaga pit and climbing features, aimed at attracting a wider age range, especially teenagers. She emphasized the need for proper oversight of the project to ensure that funds are managed effectively and expressed the committee's commitment to repurposing existing materials for safety and accessibility improvements. Additionally, Dave Ornelas volunteered to serve as the coordinator for the Danes Park committee. Matt Jeppsen made a motion to approve the suggested list for Danes Park not to exceed $65,000.00; Ken Jones seconded. Yes votes: Mayor Terry Nelson, Matt Jeppsen, Karen Nelson, Ken Jones No votes: None Abstained: None Absent: Jared Jeppsen MOTION PASSED Sewer Contract The town council discussed the sewer contract agreement and the necessity of adopting a resolution due to legal requirements outlined in the Utah Interlocal Cooperation Act. They acknowledged the need for an emergency meeting to finalize the resolution, as it cannot be signed without it. A special meeting was proposed for Monday, August 25th 2025 at 6:00 P.M. to ensure all necessary approvals are in place. Bids for Water Impact Study Ken Jones presented bids for a drinking water impact study, with the lowest bid at $7,500 from Sunrise Engineering. The other bids included $11,614 from Hansen, Allen & Luce, Inc. in South Jordan and $14,000 from Forsgren Associates, Inc. in Logan. Ken Jones states that the study aims to clarify the town's water impact fees and address misunderstandings from developers and residents regarding these charges. Ken Jones made a motion to approve Sunrise Engineering for the proposal for the impact fee for $7,500.00; Karen Nelson seconded. Public Works: Marcus Abel reported on various public works activities, including maintenance efforts on the water system and parks. He highlighted the need for additional manpower due to the rapid growth of grass and ongoing projects such as crack sealing on local roads. Marcus Abel also mentioned a thorough check of the water system that revealed issues with the booster pump and ongoing efforts to clean sewers, with plans to address repairs using a new, cost-effective method. Fire Department: No updates. Grants Update: Karen Nelson announced that the Main Street Grant has been executed and funded, with environmental studies expected to be completed in two weeks. She mentioned that while construction cannot start this year, bidding could occur, allowing for work to begin in the spring. Matt Jeppsen made a motion to adjourn; Ken Jones seconded.
