Cannonville Town Council Meeting Minutes
SEPTEMBER 2025
Cannonvillle town held their regular Monthly Board Meeting Wednesday, September 17, 2025, in the town Hall. The meeting began at 7:00pm.
Public in Attendance: Jen & Ken Hall, Levi Holm, Rosita Bochinova (2 sixth graders), Pete Jensen, Cherie Scoffield, Moriah & Marshall Thompson, Ramon Morreale, Erik McDonald, Marty Rich, Fred Beasley, Sally & Blair Smith, Jeanee Shakespeare, Anita Fletcher, & Chelsea Nielson.
Board Members: Stewart Ivie, Melanie Ott, & Alma Fletcher, John Morreale, Mayor Bill Scoffield, Machele Nelson, clerk excused.

Reading and Approval of Agenda: The agenda was read and adopted. Motion by Stewart Ivie, 2nd by Melanie Ott, all were in favor. Children's Justice Center Presentation deleted
Reading and Approval of minutes: August 20, 2025, town council minutes were reviewed and approved, Motion to approve was by John Morreale, 2nd by Stewart Ivie, all were in favor.
Mayor's Items
-Mayor Scoffield reminded everybody about the fire restrictions and to exercise caution. No fires are allowed, period.
-Additionally, he indicated the Ward Harvest dinner was a success, (83 served) and thanked everybody who helped.
-Mayor Scoffield thanked everybody again who participated in the primary elections. Top four selected are Davis Kendrick, Landyn Brinkerhoff, Jeanee Shakespeare & Chelsea Nielson. Encouraged everybody to vote in the regular election scheduled for 4 November.
-The Bus Stop foundations were poured with installation expected this week. John Bell was asked to assist repairing one stanchion and fabricating a seat.
-The new Garkane CEO, Bryant Shakespear visited Cannonville this week and outlined what the power poles need to support the Christmas decorations. Carter Mortensen and Kayden Pollock have been contacted to assist. An equipment list has been created for pricing. Tentative installation to begin mid-October 2025.
-The Mayor indicated he had been contacted about water for the proposed project near the red cliffs south of town and was told an email would be coming to highlight the details. As of meeting time no email had been received to review. Derek Klein had also called indicating to the mayor the water request was the first step and that the home count was still 23, but the suites had gone up from 33 to 50. No additional action was taken. Alma talked briefly about well capacities, allotted acre feet, but that additional details and study was necessary.
-John Morreale led a discussion about increasing tap fees from $1250 installation $1250 Impact to just one fee of $4000. Additional discussion about the handling of impact fees and the state will be necessary before proceeding. Discussion was tabled.
Public Comment:
-A resolution was passed to establish the 250America committee for the Town of Cannonville. It listed the names of the committee members working on the town's first quilting project. The resolution will be used to request funds from the State.
-Two Sixth graders from Bryce Valley Elementary gave a presentation on their trip to Washington DC in the spring, the advantages, the sites they planned to visit, and asked for the town's support.
-Marshall and Moriah Thompson received a 'Cease & Desist' letter on the building projects on their property and Mayor Scoffield highlighted three focus areas of concern: variance approvals on setback violations, building inspector assignments at the time from Kanab and those costs, and some issues with the septic system. The Thompsons have letters from the Health Dept and the installer, and one of two variance letters. It was then agreed that Pete Jensen will be in contact with Jared Woolsey, the county building inspector, for next steps.
Departmental Reports:
Planning: No new items. Did contribute to the Thompson discussion about offsets and the code.
Water: Fixed a few leaks; well system working okay.
Fire: Nothing New
Roads: Waiting for the new signs
Parks: Floors to be painted in October. Cementing the steps and refurbishing the fire circle benches was discussed.
