Job Title: Clerk/Recorder Department: Administration Reports To: Mayor and Town Council Location: Deweyville Town ________________________________________ Position Summary: The Clerk/Recorder is a key administrative and financial position responsible for maintaining the official records of the town and supporting daily operations across departments. This role ensures compliance with municipal regulations, manages town finances, oversees recordkeeping, and supports public transparency through accurate documentation and reporting. The Clerk/Recorder also serves as the town's Election Officer, Records Officer, and primary contact for emergency management planning. ________________________________________ Essential Duties and Responsibilities: Administrative Responsibilities: - Attend and record proceedings of town meetings; maintain official meeting minutes and public records. - Countersign all town contracts and maintain a comprehensive record of all executed agreements. - Certify official documents as required by law or policy. - Manage the town's website with up-to-date content, including public notices, meeting minutes, and reports. - Manage employee time cards and payroll documentation. - Receive and process appeals related to employee terminations in coordination with the mayor. - Serve as the designated Election Officer for local elections. Financial Responsibilities: - Prepare the town's annual budget, including collection and analysis of schedules, data, and departmental inputs. - Monitor all town accounts and keep accurate financial records of revenue, expenditures, and fund balances. - Receive, process, and maintain payments and invoices. - Prepare and distribute checks authorized by the Town Council, ensuring expenditures align with approved budget limits. - Present detailed financial reports to the Town Council on a monthly basis, and provide annual financial reports as required. - Generate and file audit reports and related documentation. Records & Legal Responsibilities: - Maintain and organize official town records, including but not limited to: o Town administration o Parks and recreation o Cemetery operations o Planning and zoning - File and preserve all official town reports and documents in accordance with local and state retention policies. - Serve as the town's Records Officer, ensuring compliance with recordkeeping standards and procedures. Cemetery: - Issue and record property deeds and monument permits for cemetery plots. - Coordinate with the Cemetery Sexton on burial plots and records. - Maintain and update the digital cemetery map. Other Duties: - Research, apply for, and manage grant opportunities to support town projects and operations. - Update town ordinances and resolutions as needed. - Update the town's Emergency Management Plan annually in collaboration with relevant departments and authorities. ________________________________________ Minimum Qualifications: - High school diploma or equivalent required; associate's or bachelor's degree in Public Administration, Accounting, or related field preferred. - Prior experience in municipal government, recordkeeping, or finance strongly preferred. - Knowledge of governmental budgeting, financial procedures, and legal compliance. - Strong organizational and time management skills. - Proficiency in Microsoft Office Suite and accounting software. - Ability to attend evening meetings and manage multiple priorities with accuracy and confidentiality. ________________________________________ Work Environment and Physical Requirements: - Office-based position with routine use of computers and office equipment. - Attendance at evening council or committee meetings required. - Occasional lifting of files or documents (up to 25 lbs). ________________________________________ Salary and Hours: - $20 per hour - Tuesday and Thursday: 10:00 am - 4:00 pm. - 1st and 2nd Thursday evening from 6:30 pm - end of meeting. - Flex hours available up to 20 hours per week. ________________________________________
