1. CALL MEETING TO ORDER.
Planning and Zoning Vice Chairman Vrayen Soriano called the meeting to order at 5:34 p.m.

3. PLEDGE OF ALLEGIANCE.
The Pledge of Allegiance was led by Planning & Zoning Commissioner Michael Connin.
4. APPROVE OR AMEND PLANNING AND ZONING MEETING MINUTES OF JULY 23RD, 2025 DECISION.
Motion made by Planning and Zoning Commissioner Steve Wallace, seconded by Planning and Zoning Commissioner Michael Connin. All in favor, aye, Motion passed.
5. APPROVE OR DISAPPROVE FOR CITY OF WENDOVER, TO CONTRIBUTE TO COSTS IN LABOR AND MATERIALS TO BRING IN THE 8 INCH WATERLINE TO THE PROPERTY 68S 1ST STREET PROPERTY LINE. FEREDRICO CARRILLO, PROPERTY OWNER, TO BE RESPONSIBLE FOR ALL COSTS BEYOND THE PROPERTY LINE. PROPERTY OWNER FEREDRICO CARRILLO TO PLACE IN NEW FIRE HYDRANT AND MANHOLE.DECISION.
Chairman Klansey Bateman imposed a condition for approving Federico Carillo's project, requiring the City of Wendover to approve all work. A firewall must be placed 5/8 inches thick from ceiling to floor in each unit to separate each unit, and for Federico Carrillo to place a new fire Hydrant to meet the new state fire code on the property, and Federico Carrillo is to pass all inspections from the building inspector and fire inspector and meet the city setbacks. On the building's back side, no vehicles are to be parked on the road, which will be considered a fire lane, a fire access-only road.
Motion made by Chairman Klansey Bateman, seconded by Planning and Zoning Vice Chairman Vrayen, to approve for the city of Wendover to contribute to costs in labor and materials to bring in the 8-inch water line to the property line. Federico Carrillo, the property owner, is to be responsible for all costs beyond the property line. Property owner Federico Carrillo is to place a new fire hydrant and manhole. All in favor, aye, Motion passed.
6. APPROVE OR DISAPPROVE FEDERICO CARRILLO CONIDITIONAL USE APPLICATION TO ADDRESS 68S 1ST STREET WENDOVER UTAH 84083. DECISION.
Motion made by Planning & Zoning Chairman Klansey Bateman, seconded by Planning and Zoning Vice Chairman Vrayen, to approve Federico Carrillo's conditional use application with the condition that he meets all city setbacks. All in favor, aye, Motion passed.
7. RATIFY MOTION MADE BY PLANNING AND ZONING COMMISSIONER VRAYEN SORIANO, SECONDED BY PLANNING AND ZONING COMMISSIONER MICHAEL CONNIN, TO APPOINT KLANSEY BATEMEN AS PLANNING AND ZONING CHAIRMAN.
Motion made by Planning and Zoning Commissioner Michael Connin, seconded by Planning and Zoning Vice Chairman Vrayen Soriano, to approve the ratified motion made by Planning and Zoning Commissioner Vrayen Soriano, seconded by Planning and Zoning Commissioner Michael Connin, to appoint Klansey Bateman as Planning and Zoning Chairman. All in favor, aye, Motion passed.

9. CITY LIASION RADINE MURPHY UPDATES AND PENDING MATTERS AND MATTERS RELATED THERETO.
City Liaison Radine Murphy informed the Planning and Zoning Commissioners that the Utah Congresswoman Celeste McCoy came to Wendover airport and was very happy to hear that Wendover is growing and that Sacred Circle will bring health care to Wendover, Utah. Congresswoman Celeste McCoy was very involved in the paving of Ibahpa Road to Wendover Road.

Planning and Zoning Commissioner Steve Wallace asked City Clerk to make sure Federico Carrillo filled out the form correctly. There is no address on the form. City Clerk Liliana Soriano agreed that she would ask Federico Carrillo to stop by the Office to finish filling out the form.

15. NEXT SCHEDULED PLANNING AND ZONING MEETING: TO BE HELD ON WEDNESDAY, SEPTEMBER 17TH, 2025, AT 5:30 P.M.
