The State of Utah DHHS and Local Public Health Governance Committee Meeting Approve Minutes: September 2nd, 2025 Special Guests: Organization Discussion Includes Notes Kem C. Gardner will join us to discuss state and county population totals. Mallory Bateman & Emily Harris 1. How are population totals gathered? 2. How often are these totals updated? 3. Is this the official population census for the State of Utah? Grant Title Executive Committee Review Description Preventive Health and Health Services Block Grant (PHHSBG) FFY 2026 The Preventive Health and Health Services Block Grants were reviewed by HPAP Exec. in May and July and has received a favorable recommendation to Governance. CDC is increasing funding for this grant. The grant was originally approved in HPAP and Governance in July. The total funding is increasing from $1,668,725 to $1,730,677. LHDs will receive an increase which will bring them to the current level funding that they are receiving for this grant. Rules Review/Discussion: Rule # Rule Name Topic R392-302 Public Pool Design, Construction and Operation The EEP program has received public comment on R392-302. Public Pool Design, Construction, and Operation. The program has incorporated the suggested changes and presented the updated rule to EHEC for review and approval. During approval we adjusted the enactment date to January 1, 2026, to ensure the timely implementation of the changes. The updated rule and the new enactment date were approved unanimously by EHEC members for a recommendation of approval to Governance. After Governance approval the rule will go to Administrative Rule, and then a 30-day comment period. R384-900 Special Measures for the Operation of Syringe Exchange Programs Received a favorable recommendation from HPAP Exec.
